RESOLUTION DECLARING THE 600 THROUGH 900 BLOCKS OF
ROOSEVELT, "A" AVENUE AND NATIONAL CITY BOULEVARD,
AS AN AREA HAVING AN UNDUE CONCENTRATION OF ALCOHOLIC
BEVERAGE LICENSES
WHEREAS, state law allows the governing body of
a city to protest the issuance of a license to sell alcoholic
beverages, and
WHEREAS, denial of such licenses can be based upon
grounds that the issuance of such license would tend to
create a law enforcement problem or result in or add to an
undue concentration of alcoholic beverage licenses in any
area, and
WHEREAS, the definition of undue concentration
includes circumstances wherein the applicant premises would
be located in a crime reporting district which has a 20%
greater number of reported crimes than the average number
of reported crimes in other districts, and
WHEREAS, arrest rates in that portion of the City
of National City bordered on the South by Plaza Boulevard,
on the East by "A" Avenue, on the North by 6th Street and
on the West by Roosevelt, have exceeded the arrest rates
and crime rates of similar areas within the city by more
than 20%., and
WHEREAS, an area of undue concentration of alco-
holic beverage licenses requires a disproportionate amount
of police services.
NOW, THEREFORE, BE IT RESOLVED that the City
Council of the City of National City adopt the policy of
protesting liquor license applications wherein the applicant
premises would be located in this previously described dis-
trict of undue concentration as long as existing crime re-
porting conditions exist.
The City Council of the City of National City
directs the City Manager to develop departmental operating
procedures to reduce the inconvenience to potential liquor
license applicants and to accomplish the purposes of this
public policy.
