RESOLUTION AUTHORIZING EXECUTION OF AN
AGREEMENT BETWEEN THE CITY OF NATIONAL
CITY AND TESTING ENGINEERS OF SAN DIEGO
FOR CONSTRUCTION INSPECTION ON THE 22ND
STREET IMPROVEMENTS, BOX CULVERT, AND
PARADISE CREEK CHANNEL LINING BETWEEN
22ND AND 24TH STREETS.
WHEREAS, on the 21st Day of April, 1981, by
Resolution 13,547, the City Council of National City awarded
a construction contract for 22nd Street Improvements, Box
Culvert and Paradise Creek Channel Lining between 22nd and
24th Streets; and,
WHEREAS, the scope of said contract requires sub-
stantial construction inspection effort beyond the capacity
of City personnel; and,
WHEREAS, the City Engineer having solicited and
examined proposals finds Testing Engineers of San Diego
th.e firm best qualified to perform the required construction
inspections and testing;
BE IT RESOLVED, by the City Council of the City of
National City that the City Engineer is authorized to execute
and the City Clerk to attest that certain agreement, as
outlined in the letter of proposal dated April 14, 1981 and
incorporated herein by reference as Exhibit "A", between the
City of National City and Testing Engineers of San Diego for
construction inspection and testing on the 22nd Street
Improvements, Box Culvert and Paradise Creek Channel Lining
between 22nd and 24th. Streets.
PASSED AND ADOPTED this 28th Day of April, 1981.

Paradise Creek Channel Improvements
Dear Mr. Grahl:
As requested, we have carefully reviewed the contract documents and speci-
fications for the proposed Twenty -Second Street and Paradise Creek Improve-
ment Project. Testing Engineers -San Diego and its staff have provided like
construction inspection and testing services on a number, of similar projects
in the San Diego County area and feel we can best provide you with the experi-
ence and expertise required for your program. Rased on the information
presented and our understanding of the project, we have prepared the following
proposal for this work.
Owner's Representative/Project Inspector
Based on our experience with_ similar projects and discussions with you, we
believe a resident inspector on site an average of 80 percent of the total
project time should be sufficient to monitor general construction activities
and accomplish the required administrative tasks including review of plans,
meetings, coordinating jobsite problems, general inspection, fill and con-
struction control and project coordination. In this manner, the City of
National City will insure that the project is completed in a quality manner
according to specifications. More effort will be allocated to intense
construction activity periods and less during non -construction or conclusion
periods.

We propose to assign William C. Allen as Resident Inspector for the City on this
project. He will act as City inspector and review plans, construction, testing
and engineering for the project to insure the project is built according to stan-
dards. He will also represent and protect the City's interest in working with
the Contractor on the project. A copy of his resume is attached. Bill's experi-
ence includes owner's representation and resident inspection experience on a great
number of projects ranging from one-half million to over 12 million dollars in
costs. He is highly experienced with all areas required for the project and has
been inspector on similar projects, some of which were the La Costa Storage Reser-
voir, spillways, culverts, intake structures, weirs, headwalls and foundations,
and the Carlsbad Sewer Plant at El Camino Plaza, including pipe, pumphouses and
pressure systems.
Bill is a registered reinforced concrete inspector and construction inspector.
He is also certified by the Office of the State Architect as an OSA school
inspector which encompasses the areas of foundation, site and structure. With
his ten years of owner's representation, resident inspector and construction
experience in the areas of private and governmental facilities, we feel he will
makez. an excellent representative and inspector for the City of National City
on the project.
Our rate for Mr. Allen's services is $30.00/hour. Based on an estimate of 80%
total service time for this project, we believe his services will be required
for 108 days of work out of the 190 calendar days of the contract. The estimated
cost of his services would be as follows:
Resident Inspector - 108 days X 8 hours/day @ $30/hour = $25,920.
Field Compaction Testing
Field compaction testing of soil and base (including utilization of a mobile
laboratory) and asphaltic concrete (utilizing a nuclear gage) would be performed
by a technician from our own staff. Concrete sampling would be done by Mr. Allen.
Technician - 110 hours X $29.50/hour = $3245.00.
Laboratory Testing
Laboratory testing of soils, asphalt, base materials, concrete and additional
tests of uncertified materials would be performed at our own central facilities
according to specifications and as required.. The fees would be according to
our attached standard fee schedule.
Laboratory testing allowance='$1850.00.

Construction Staking
Contruction staking would be provided through a sub -contract to Bement, Dain-
wood and Sturgeon, Civil Engineers of San Diego. After reviewing the plans,
we feel the contractor would need the following as a minimum for construction:
A. 22nd Street Improvements
Rough Grade Stakes
Finish Curb Stakes
Drainage Inlet Stakes
Storm Drain Stakes
Driveway Reconstruction Stakes
B. Paradise Creek Channel
Rough. Grade Stakes
Finish Grade Stakes
C. Box Culvert
Alignment and Invert Stakes
Based on the sub -contractors figures and using one set of stakes for each of
the above operations, we estimate the cost as follows:
Staking as above = $4600.00*
*If additional staking is desired, the work would be done on a cost plus fixed
fee basis.
Based on the above figures, we estimate that we will perform all aspects of
the above referenced work for a total price of approximately $35,600.00.

San Diego, its staff and our experience. We hope this will assist you in your
