RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY APPROVING A SEVENTH YEAR COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM
WHEREAS, the City Council of the City of National City
has held two public hearings to receive citizen input on a Seventh
Year Community Development Block Grant Program; and
WHEREAS, the City's Committee for Housing & Community
Development has held two meetings to consider a Seventh Year
Community Development Block Grant Program and said Committee has
made its recommendation; and
WHEREAS, the City Council has considered citizen input
and the Seventh Year Program as recommended by the Committee for
Housing and Community Development;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of National City, California that the Seventh Year Community
Development Block Grant Program as recommended by the City's Committee
for Housing & Community Development on November 12, 1980 and as set
forth in the memo of the Executive Director of the Community
Development Commission dated November 7, 1980 is hereby approved and
adopted.

Subject: Seventh Year Community Development
Block Grant Program

BACKGROUND:
We recently engaged in a struggle along with other cities which participate in
the County Community Development Block Grant Program. County staff had
recommended to the Board of Supervisors a reduction in City Projects money
(in which National City shares) from $1,545,963 in the Sixth Year (1980-1981)
to $594,468 in the Seventh Year (1981-1982). Through the joint effort of
participating Cities (with Mayor Morgan contacting Supervisors Hamilton, Bates
and Moore personally) we were able to get the Board to allocate $1,500,000 in
the Seventh Year. This means our funding will be an amount similar to last
year, or about $400,000.
RECOMMENDATION:
Our Program recommendation, Seventh Year, to the Committee is as follows:
(1) Home Improvement Loan Program $ } -,-0pp- 200,000* {' C
(2) Low and moderate income family housing
development 50,000
(3) Economic development-&0-,7f00- 30,000*
(4) Tree planting, Center City Redevelopment Project-50v000- 40,000*
(5) Administration 50,000
(6) Contingencies 107000.. 30,000
TOTAL $ 400,000
(1) above, if combined with $50,000 from the County, would give us a
loan capacity within the Strategy Area of $600,000.

(2) above, would permit us to cause one or two houses to be newly
constructed or rehabilitated and resold to low and moderate income families
within the Strategy Area.
(3) above, provides a little financial cushion for costs we are
experiencing at the southeast corner of 30th Street and National City Blvd.
and may experience in other parts of the Strategy Area.
(4) above, would get us started on improving the street visuals within
the Center City Redevelopment Project.
(5) above, these costs are spread among Executive Director, Assistant
Director, Redevelopment, Administrative Assistant, Accountant, Legal, Audit,
and Overhead.
(6) above, relates, to any of (1) through (5).
I ask that the Committee consider the above and other suggestions of the
Committee Members and make its recommendation to the City Council for the
November 18, 1980 Meeting when other citizen input will also be heard by the
City Council.
