HomeMy WebLinkAboutCC RESO 13,482RESOLUTION NO. 13,482 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE COUNTY OF SAN DIEGO TO APPLY FOR FUNDING AND TO RECEIVE AND UTILIZE MONIES, AND TO IMPLEMENT A SINGLE, COORDINATED COUNTYWIDE LITTER CLEANUP AND ENFORCEMENT PROGRAM UNDER PROVISIONS OF CHAPTER I OF TITLE 7.8 OF THE GOVERNMENT CODE. WHEREAS, Senate Bill 261 (1980) Solid Waste Management Act of 1980, Government Code Chapter 364, became operative on July 9, 1980; and WHEREAS, said legislation provides for the dis- bursement of certain grant monies to the cities in San Diego County and to the County of San Diego on the basis of popu- lation and road mileage; and WHEREAS, the amount of grant monies to be dis- bursed is determined by the State Solid Waste Management Board, and a preliminary estimate for FY 80-81 is $4,184.00 for the City of National City; and WHEREAS, the monies are allotted specifically for litter related projects, and the State Solid Waste Management Board is desirous of providing a coordinated, well -managed effort and has developed guidelines and criteria for application of grant monies; and WHEREAS, the County of San Diego is th.e designated Solid Waste Management Agency for San Diego County and was responsible for preparing the approved San Diego County Solid Waste Management Plan which contains a litter manage- ment element; NOW, THEREFORE, BE IT RESOLVED that the City of National City hereby grants the County of San Diego authority to develop a grant application and execute a grant contract under the provisions of Title 7.8 of the Government Code, Chapter 1, to receive, administer and disburse monies as appropriate to carry out a single, coordinated, countywide litter cleanup and enforcement program.
