HomeMy WebLinkAboutCC RESO 13,363RESOLUTION NO. 13,363 RESOLUTION APPROVING TENTATIVE SUBDIVISION MAP - SOUTHPORT OFFICE PARK, 102-322 WEST 24TH STREET BE IT RESOLVED by the City Council of the City of National City that the tentative map for Southport Office Park, 102-322 West 24th Street be approved subject to the following conditions: 1. The Final Subdivision Map shall have the following certificates with acknowledgment and explana- tions for easements of record that cannot ripen into a fee (Sec. 66436, (c) , (1)) . (a) Owners (b) Trustee, if any (c) Approval of Name (d) Staking (e) City Clerk (f) Engineer and Planning Commission Chairman (g) City Engineer (h) City Planning Commission (i) City Attorney (j) Title Company (k) Council Approval (1) Clerk of the Board of Supervisors (m) Recordation (n) Special Assessments and Bonds 2. Complete boundary information is required. All points used and found are to be fully identified and references to City tie sheets, Maps of Record or other reference materials acceptable to the City. Points are to be monumented and described on the Map. 3. General Information and Direction: (a) The Plot plan shall be part of the Final Map to permanently enforce the required build- ing setbacks. (b) Offer of dedication on Final Map for access to buildings for public health and safety, i.e., emergency access (c) Easement for the benefit of utility companies including City sewer service for utilities to each individual lot. 4. Improvement plans shall be prepared for the onsite improvements, India ink on mylar, "D" Sheet size. (a) Sewer, drainage and water may be shown on the same drawing. (b) A grading plan, conforming to City Ordinance and to Section 70 of the Uniform Building Code shall be prepared and approved. (c) An itemized estimate of cost of improvements is to be submitted with the Improvement Plans for checking and approval. (d) The subdivider shall deposit with the City Treasurer 3% of the City Engineer's approved estimate of costs of improvements for City Engineering Costs. (e) A guarantee of water service shall be fur- nished the City Engineer. (f) The subdivider shall post a Bond with a signed agreement (agreement furnished by the City) to perform the work of improvements as shown on the plans and listed in the estimate. (g) Sewer is available in the perimeter streets. Costs for a hook-up will be determined from the approved estimate and the proposed building permit and construction drawings. 5. Utilities are to be underground. 6. All soils work to be done under the direction of a soils engineer. A soils engineering Report, prepared by a registered soils engi- neer, is to be filed with the Planning Department prior to Final Map approval. 7. All easements of record and proposed ease- ments for any purpose are to be shown on the Final Map and their purpose clearly stated thereon. 8. Sewer fees are to be determined by the Director of Building and Housing and paid prior to the issuance of the Building Permit. 9. All slopes within the project boundary shall be 2:1.. 10. Prior to Final Map approval, a landscape/ irrigation plan, prepared by a licensed land- scape architect, shall be approved by the City. A permanent underground irrigation system shall be included in said plans. 11. Prior to approval of a Final Map, consistency between the zoning and General Plan designa- tion shall be established for the subject property. 12. Prior to Final Map approval, a Conditional Use Permit allowing Lots 1-8 to contain less thanthe required street frontage shall be approved by the City. All conditions of approval for said C.U.P. shall be made a condi- tion of Final Map approval. 13. A FHAD Permit shall be obtained by the developer, prior to the issuance of a Building Permit, for portions of the property located within the Floodway Fringe Zone. 14. Prior to the approval of a Final Map, a copy of the Covenants, Conditions and Restrictions shall be filed with and approved by the City Attorney of the City of National City. The Covenants, Conditions and Restrictions shall: (a) Clearly specify a level of maintenance to be expected of all landscaped areas and suitable measures to guarantee compliance therewith by the owners of Lot 9. (b) Provide that the City may enter the property and perform necessary maintenance work and place a tax lien on the property to cover the costs thereof. (c) Provide for the maintenance of and continued unobstructed access to fire protection equip- ment and life safety systems, fire lanes, internal walkways and appliances per City Ordinance 1591 and Uniform Fire Code Sections 13.206, 13.207, 13.208, (a) through (e) and 13.202 (a) and (b) as required by the City of National City Fire Department. (d) Permanently prohibit all encroachments into Lot 9, except for parking lots and trash enclosures within said lots, for the purpose of maintaining the required building and fire separations (setbacks). (e) Clearly specify a level of architectural quality, including uniform colors, textures, signs, etc., to be expected of all office buildings and suitable measures to guarantee compliance therewith by individual building owners. (f) Provide for continued compliance with the adopted Redevelopment Plan with any devia- tions therefrom requiring the approval of the Community Development Commission. 15. Lots 1-8 shall share an undivided interest in Lot 9, with no future release of said interests without the approval of the City of National City. PASSED AND ADOPTED this loth day of June, 1980. ATTEST:
