HomeMy WebLinkAboutCC RESO 13,433RESOLUTION NO. 13,433 RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT BETWEEN THE CITY OF NATIONAL CITY AND THE SAN DIEGO AREA CHAPTER OF THE INTERNATIONAL CONFERENCE OF BUILDING OFFICIALS ADOPTING UNIFORM DISASTER MITIGATION PLAN WHEREAS, an agreement has been proposed between the City of National City and the San Diego Area Chapter of th.e International Conference of Building Officials which represents the various political jurisdiction in San Diego and Imperial County for building inspection mutual aid in time of disaster; and WHEREAS, in the opinion of the City Council of the City of National City th.e said City should be a party to said agreement: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City as follows: That the proposed agreement between the City of National City and the San Diego Area Chapter of International Conference of Building Officials, entitled Mutual Aid Agreement between the City of National City and the San Diego Chapter of International Conference of Building Officials, a copy of which is on file in the Office of the City Clerk of the City of National City be, and th.e same is hereby, approved. BE IT FURTHER RESOLVED that Mayor of the City of National City, be, and he is hereby, authorized and directed to execute said agreement on behalf of the City of National City. ' PU11JAL AID AGREEENT (between the City of National Cityand the San Diego Area Chapter of the International Conference of Building Officials) The following constitutes an agreement between the City Council and the Building Department of the City of National fii-y and the San Diego Area. Chapter of the International Conference of Building Officials. PURPOSE The purpose of this agreement is to establish a system for building officials to request assistance from members of the San Diego Area Chapter of the Inter- national Conference of Building Officials in the event of a disaster. Within the context of this agreement, a disaster exists when facilities or capabilities of the local building department are insufficient to meet the needs of a partic- ular situation. Additionally, these needs cannot be met through other sources within the local government. The "Building Director's Uniform Disaster Mitiga- tion Plan", a copy of which is on file in the._office of the City Clerk, shall be the plan to be followed under this agreement. RESPONSIBILITIES The jurisdiction requesting assistance: Determines that an emergency exists and has been declared.. Determines what assistance is needed.. _.Requests assistance from the San Diego Area Chapter of the International Conference of Building Officials. Assumes financial responsibility and liability for any personnel, equipment or other facilities accepted for use under this agreement. Assumes management authority over any personnel equipment or other facilities which are supplied through this agreement, and used within the physical boun- daries of the requesting jurisdiction. The San Diego Area Chapter of the International Conference of Building Officials: Contacts other disaster inspectors participating in this agreement and assem- bles the needed assistance. The building officials providing assistance as members of the San Diego Area Chap ter of the International Conference of Building Officials: Maintain management authority over any personnel, equipment or other facilities which are supplied through this agreement and used outside thaphysical boun- daries of the jurisdiction requesting assistance. Maintain records necessary to receive financial reimbursement from the request- ing office or other source. 12 Maintain administrative authority over any personnel, equipment or other facilities supplied through this agreement. ss ADIMINISTRATION Any building department or official signature to this agreement has accepted responsibility for making their assistance available to other jurisdictions in the event of an emergency. This agreement takes effect immediately. It may be cancelled by either party, upon submitting written notice to the other party, at least 30 days prior to ending this agreement.
