HomeMy WebLinkAboutCC RESO 13,227RESOLUTION 13 , 227 RESOLUTION REQUESTING TWO'DIVERSION PROGRAM AIDES FUNDED BY CETA WHEREAS, National City Police Department now has a juvenile Diversion Program funded by a State grant from AB 90 funds, and provides for two youth counselors, one juvenile investigations detective, and one juvenile gang detective: and WHEREAS, the people of our community will benefit from the program which is designed to: (1) reduce the recidivism rate for juveniles and future adult crimes through a juvenile diversion program; (2) significantly reduce gang - related violence through timely intervention; and (3) investigate and counsel families where children are being abused or neglected; and WHEREAS, the original program budgeted for personnel to perform key support functions, funds were unavailable through the AB 90 funding. A recently completed study revealed a growing need for aides to the diversion program to make maximum impact on growing youth crime, and in particular, crimes related to "youth gangs". NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City adopt a resolution to be forwarded to San Diego Board of Supervisors expressing a need for two "Diversion Program Aides" funded by the CETA Program which is administered by San Diego County. Program aides will perform the following support functions to the Diversion Program personnel: 1. Processing juvenile contact reports (updating file folders, cards, processing paperwork for D.A./Probation/juvenile Diversion referrals, filing, log entries, and monthly reports). 2. Screening/answering incoming phone calls and counter walk-ins for the Diversion Program. 3. Coordination and processing of records for aide volunteers to juvenile counselors (mail form letters, matching juveniles to volunteers based on needs/interests, and phone contact). 4. Mailing, typing letters for juvenile counselors (slide film coun- seling program attendance letters, follow-up phone contact with clients re- garding reactions to services, letters for feedback from outside agencies receiving referrals from NCPD) . Page 2 RESOLUTION 13,227 5. ARJIS data input/update. 6. Citations (processing/filing). 7. Complaint Forms (processing/filing) . 8. Current update of daily arrests of gang members. 9. Pawn tickets (matching recent pawned items to stolen property reports, making copies of pawn tickets for collateral agencies, filing by items and alphabet) . 10. Research Projects (aid materials to diversion counselors, accumu- lating data for monthly grant program reports/feedback data) . In order to achieve the NCPD Juvenile Diversion Program goals and to maximize utilization of the skills of the Diversion Program counselors and detectives, the hiring of two "Diversion Aides" is recommended.
