RESOLUTION APPROVING TENTATIVE SUBDIVISION
MAP FOR PEPPER HILL CONDOMINIUMS - 1851 E.
18TH STREET. (S-1-80)
BE IT RESOLVED by the City Council of the
City of National City that the tentative map for Pepper
Hill Condominiums, 1851 E. 18th Street, be approved
subject to the following conditions:
1. The final map shall indicate all survey
and mathematical information, monuments, bearings, and
distances and ties to existing monuments used to establish
the subdivision boundaries.
2. A plan indicating the existing and pro-
posed drainage facilities be approved by the City
Engineer prior to acceptance of the final map.
3. An improvement agreement with acceptable
security attached, approved by the City Attorney, shall
be filed with the City Clerk prior to approval of the
final map.
4. A delayed staking bond will be required
and shall be part of the improvement agreement.
5. Engineering checking and inspection fees
will be required and computed per Municipal Code and
will be part of the improvement agreement as a cash
deposit.
6. A grading plan complying with local
ordinance and Section 70 of the Uniform Building Code
shall be approved by the City Engineer prior to accept-
ance of the final map.
7. All utilities are to be undergrounded.
8. A copy of the agreement to serve from
the Sweetwater Authority shall be on file with the
City Clerk prior to the approval of the final map.
9. A detailed soils engineering and engi-
neering geology report, prepared by a registered
geologist, containing recommended grading procedures
and specifications shall be submitted prior to the
approval of the final map. In addition, all grading
mitigations identified as part of Initial Study File
No. 80-2 shallbe incorporated into the project.
10. All soils work shall be done under
the direction of a soils engineer and geologist.
11. Sewer fees, to connect to the existing
sewer in 18th Street, shall be determined by the
Director of Building and Housing and shall be paid at
the time building permits are issued.
12. Existing and proposed easements shall
be shown on the final map.
13. Fees for interim school facilities in
the amount of $150.00 per bedroom in each unit shall
be paid at the time building permits are approved and
issued, pursuant to National City Ordinance No. 1622,
unless the CC&R's as approved by the City Attorney
of National City limit this condominium subdivision
to adults only.
14. Park fees of $125.00 per unit shall be
paid at the time building permits are approved and
issued.
15. Maximum slope grade within the project
16. Prior to the approval of the final map,
a landscape plan, prepared by a qualified landscape
architect, shall be approved by the City. All areas
designated as areas of useable open space shall be
shown on the landscape plan and shall be improved with
landscaping, pedestrian walkways and other facilities
or structures which are limited to recreational use
for the permanent use and enjoyment of all owners
and/or residents of the development. Slope banks
shall be stabilized with an approved combination of
soil -binding ground cover, shrubs and trees. A
permanent, underground, automatic irrigation system
shall be included in the landscape plan.
17. Prior to the approval of the final map,
the following documents shall have been filed with
and approved by the National City Planning Department:
a) Diagrammatic floor plans
b) Consent to Record
18. Maintenance of slopes, common areas
andareas of useable open space for this subdivision
shall be the responsibility of the Homeowner's
Association and shall be provided for in the CC&R's.
19. Prior to the filing of the final map,
a copy of the Covenants, Conditions and Restrictions
shall be filed with and approved by the City Attorney
of National City.
20. The Covenants, Conditions and Restric-
tions shall:
a) Clearly specify a "level of maintenance"
to be expected of all landscaped areas and suitable
measures to guarantee compliance therewith by the
Homeowner's Association.
b) Provide that the City may enter the
property and perform necessary maintenance work and
place a tax lien on the property to cover the costs
thereof.
c) Provide for the maintenance of and
continued unobstructed access to fire protection equip-
ment and life safety systems and appliance per City
Ordinance 1591 and Uniform Fire Code Sections 13.206,
13.207, 13.208 (a) through (e) and 13.302 (a) and
(b) as required by the City of National Clty Fire
Department.
d) The CC&R's shall be designed to dis-
courage "speculative" investments and ownerships.
21. Water
provided, capable of
mains and fire hydrants shall be
yielding a fire flow of no less
than 2,000 G.P.M. for a duration of three (3) hours
with no less than 20 P.S.I. residual pressure. Hydrants
shall be approved as to number and location by the
Fire Chief and installed prior
to building construction.
Fire access must be approved by the Fire Chief and
approved prior to the issuance of a building permit.
22. A Planned Development Permit is
required for development of this site.
23. All conditions of approval of Planned
Development Permit PD-13-79, shall also become condi-
tions of approval for the tentative and subdivision
map.
24. All conditions of the tentative map
must be satisfied before the final map can be approved.
