RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
ORDERING THE "SWEETWATER PLAZA EAST REORGANIZATION"
(LAFCO REFERENCE NO. RO 88-14, CITY CASE NO. AN-1-88)
WHEREAS, the Tora1 Agency Formation Commission of the County of San Diego
adopted a resolution on January 8, 1990, making determinations and approving the
"Sweetwater Plaza East Reorganization" consisting of annexation to National City
and detachment fran the Spring Valley Sanitation District, the South Bay
Irrigation District, and the Lower Sweetwater Fire Protection District, for
territory whose boundaries are described in exhibit A attached hereto; and
WHEREAS, the Local Agency Formation Commission has determined that the
territory is uninhabited; and
WHEREAS, the reorganization was proposed for the purpose of providing
City services for expansion of parking area at an adjacent shopping center
within the City; and
WHEREAS, the County of San Diego has approved a boundary adjustment which
will take effect after the territory is annexed, since the boundaries of the
territory do not currently conform to lines of assessment and ownership; and
WHEREAS, the regular County assessment roll will be utilized; and
WHEREAS, the affected territory will not be taxed for any existing bonded
indebtedness or contractual obligation; and
WHEREAS, no condition was placed upon the reorganization by the Local
Agency Formation Commission except for conformance of territory boundaries to
those described in Exhibit A; and
WHEREAS, the action is being taken pursuant to the Cortese Knox Local
Government Reorganization Act of 1985; and
WHEREAS the City Council of the City of National City, California, held a
public hearing on the proposed reorganization on March 13, 1990 after duly
advertising and noticing said hearing in accordance with State law.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
National City, California, finds and determines that written protests have not
been filed by owners of land who awn 50 percent or more of the total assessed
value of land within the affected territory; and
BE IT FURTHER RESOLVED that the City Council of the City of National City
hereby orders the proposed "Sweetwater Plaza East Reorganization" consisting of
annexation to National City and detachment from the Spring Valley Sanitation
District, the South Bay Irrigation District, and the Lower Sweetwater Fire
Protection District, for territory whose boundaries are described in Exhibit A
attached hereto.
BE IT FURTHER RESOLVED that the adopted Negative Declaration no. IS-88-43
adequately addresses the project, and no significant environmental impacts
result from the project or changes in the project area.

(CITY OF NATIONAL CITY)
All of Lots 74 and 75 and a portion of Lots 56, 73 and 76 in Lincoln Acres in the County
of San Diego, State of California, according to Map thereof No. 1740, filed in the County
Recorder's Office of San Diego County, December 6, 1922, lying within the following
described boundaries:
Beginning at the southeast corner of said Lot 56;
1. Thence southwesterly, 55.00 feet along the southeasterly line of said Lot 56;
2. Thence leaving said southeasterly line north 10°44'49" west, 71.46 feet;
3. Thence north 67°03'13" east, 40.00 feet to a point on the northeasterly line of said
Lot 56;
4. Thence south 81°47'11" east, 65.00 feet;
5. Thence south 35°41'41" east, 55.00 feet to the northwesterly line of said Lot 74;
6. Thence north 67°11'13" east, 108.66 feet along said northwesterly line to a point on
the southwesterly right-of-way line of Prospect Street, as shown on said Map No.
1740;
7. Thence south 11°10'47" east, 224.80 feet (south 11°45" west, per Map No. 1740) to a
point on a tangent 350.00 foot radius curve concave easterly;
8. Thence southerly 30.14 feet along said curve through a central angle of 4°56'03" to
a point on said curve with a radial line that bears to said point south 73°53'10" west,
said point also being the northeasterly corner of land described in deed to Jaime A.
Serratos, Jr., et ux, by file page 395576, recorded December 28, 1982 in official
records of said county;
9. Thence south 67°11'13" west, 174.02 feet along the northwesterly line of said Serratos
land to a point on the boundary of the City of National City as established by their
Resolution NO. 14482, adopted November 11, 1984, by said city;
10. Thence north 23°01'19" west, 50.00 feet along said city boundary to the southwesterly
corner of said Lot 75;
11. Thence continuing along said city boundary north 11°18'47" west, 204.02 feet (north
11°53' west per Map No. 1740) to the point of beginning.
