RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY, CA. AUTHORIZING AND APPROVING
A COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM, 1990-1991
WHEREAS, the City of National City participates in the
Community Development Block Grant Program (CDBGP) which is
administered by the U.S. Department of Housing and Urban
Development (HUD) pursuant to the Housing and Community Development
Act of 1974, as amended; and
WHEREAS, the City Council of the City of National City
has held public hearings on the CDBGP, 1990-1991, and has
considered all of the written requests for funds and all of the
oral testimony given at the public hearings held on November 21,
1989, January 16, 1990 and February 13, 1990 and the City Council
has considered the report and recommendation of the Committee for
Housing and Community Development which met on March 14, 1990 and
recommended that the City Council adopt the Program as set forth
in the City Council guidelines; and
WHEREAS, the City Council wishes to adopt a CDBGP, 1990-
1991.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of National City, Ca. that the Community Development Block
Grant Program Application to the U.S. Department of Housing and
Urban Development for the Program Year 1990-1991, based on an
estimated grant of $900,000, shall be as follows:
I. Service Projects (15% of grant).
(a) Alcohol Recovery $ 18,800
(b) S.D. Resident Relations 4,400
(c) U.S.I.A.A. (Youth Athletic) 18►800
(d) Heartland Human Relations Association 3,000
(f) Friends of the National City Public
Library, Project Read 45,000
(h) Paradise Valley Hospital,
Emergency Care
45,000
$135,000
II. Physical Construction Projects (85% of grant).
(c) Grafitti removal, parks
(d) Streetscape, 8th Street,
Phase III from I-5 to
Harbor Drive.
(e) (1) 50/50 sidewalks, curb and
gutter and retaining wall program
(3) Install and repair curbs,
gutters and sidewalks
(f) U.S.I.A.A. Facility,
architecture and engineering
(1) Neighborhood improvement,
including design of Civic
Center Drive streetscape
$ 24,000
PASSED and ADOPTED this 3rd day of April, 1990.
