RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY AUTHORIZING THE INSTALLATION OF A TWO-WAY LEFT
TURN ON HIGHLAND AVENUE, FROM ETA STREET TO DELTA STREET
BE IT RESOLVED by the City Council of the City of
National City, California, that the public health, safety and
welfare will be best protected by authorizing the installation of
a Two -Way Left -Turn on Highland Avenue, from Eta Street to Delta
Street, as indicated on the diagram attached hereto as Exhibit
"A".

EXPLANATION
This matter began with area residents complaining about the high speed of
traffic on Highland Avenue from Division Street to Delta Street.
Residents also felt endangered when they attempted to cross Highland
Avenue. Specifically, a request was submitted for a STOP sign at or near
Bucky Lane.
Staff's investigations indicated that the complaints were largely
justified. Currently, Highland Avenue has two lanes of traffic in each
direction with parking on both sides. There are no impediments to traffic
flow between Division Avenue and the 1-805 freeway ramps. Because half
of Highland Avenue is in San Diego tas 43rd Street), their traffic
engineering staff was contacted to ensure their cooperation in developing
an acceptable solution to the residents' complaints.
Although a STOP on Highland Avenue traffic is not warranted we have
jointly developed a solution that provides a turnout for left turns by
creating a two-way left turn median. In order to retain parking on both
sides, one travel lane is removed in each direction. The resulting cross
section is shown below:

The median also could serve as a refuge for crossing the street so that, in
many cases, the street would be crossed one half at a time. Highland
Avenue, north of the City Limits is already striped with the three lane
plus parking cross-section. Thus, the proposal would merely extend that
cross-section southerly to Eta Street in National City.
If this change is approved, the City of San Diego will do all the restriping
work.
