RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL
CITY SUPPORTING THE DESIGNATION OF SANDAG AS THE
CONGESTION MANAGEMENT PROGRAM (CMP) AGENCY FOR
THE SAN DIEGO REGION
WHEREAS, Assembly Bill 471, as ratified with voter
approval of Proposition 111 on June 5, 1990, requires the
preparation of a Congestion Management Program (CMP) in the
San Diego region; and
WHEREAS, the CMP is to be prepared, approved, and
annually updated by a designated CMP Agency working
cooperatively with SANDAG, the cities and County, CALTRANS,
transit operators, and the APCD; and
WHEREAS, Section 65089 of the California
Government Code requires that the CMP Agency be designated
by resolutions adopted by the Board of Supervisors and a
majority of the cities representing a majority of the
incorporated area population; and
WHEREAS, SANDAG serves as the Regional
Transportation Planning Agency, the Metropolitan Planning
Organization, the Regional Growth Management and Review
Board, and the San Diego County Regional Transporation
Commission and already conducts most of the required
elements of the CMP as part of the ongoing Overall Work
Program activities;
NOW, THEREFORE, BE IT RESOLVED that the City
Council of the City of National City does hereby support the
designation of the SANDAG Board of Directors as the
Congestion Management Program (CMP) Agency for the San Diego
region.
