RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE
AN AGREEMENT BETWEEN THE SAN DIEGO COUNTY
OFFICE OF EDUCATION, THE COMMUNITY DEVELOPMENT
COMMISSION OF THE CITY OF NATIONAL CITY
AND THE CITY OF NATIONAL CITY
WHEREAS, the City Council and the Community
Development Commission of the City of National City (CDC) held
a joint public hearing on Amendment III, National City
Downtown Redevelopment Project on June 11, 1991 and the City
Council has adopted an ordinance amending the Redevelopment
Plan for the Project and the CDC, by adoption of Resolution
No. 91-25 (NCDRP Amend.III) on June 11, 1991, found and
determined that the Project has caused and Amendment III will
cause a financial burden or detriment to taxing agencies and
that payments are necessary to alleviate the financial burdens
or detriments; and
WHEREAS, the San Diego County Office of Education
has proposed an agreement for pass through of 100% of the tax
increment which it otherwise would have received after the
adoption of Amendment III and the City and CDC Attorney has
reviewed said agreement as to form and the Executive Director
of the CDC has reviewed said agreement as to its provisions,
including the pass through of 100% of 2.118149% of the total
tax increment received by the CDC and the Executive Director
has recommended approval thereof in writing; and
WHEREAS, the City Council wishes to proceed with
Amendment III, National City Downtown Redevelopment Project;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of National City that the City Council finds that
the Office of Education is impacted by redevelopment
activities of the National City Redevelopment Plan. The
impact comes from lost revenue and from the lack of facilities
to accommodate the additional demand for services. This
demand is generated by the housing component of the
Redevelopment Plan and the indirect effects of commercial and
industrial components of the Redevelopment Plan. The impacts
are both in terms of direct participation in Office of
Education educational programs of new residents and employees
generated by the redevelopment activity in addition to the
increased demand for Office of Education services by school
districts also impacted by the Redevelopment Plan.

BE IT FURTHER RESOLVED by the City Council of the
City of National City that the Mayor is hereby authorized to
execute, on behalf of the City, that certain agreement
entitled "Agreement between the San Diego County Office of
Education, the Community Development Commission of the City of
National City and the City of National City," which Agreement
is on file in the Office of the City Clerk.
