RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL
CITY IN SUPPORT FOR THE COMBINED ELECTRIC POWER AND
SEAWATER DESALINATION PROJECT FOR SAN DIEGO COUNTY
WHEREAS, San Diego County imports roughly 92-94% of its
water from Northern California and from the Colorado River; and
WHEREAS, the fifth year of California's prolonged
drought has highlighted the need to obtain new water supplies to
lessen our water dependence; and
WHEREAS, San Diego County is a semi -arid region with
minimal rainfall which would otherwise be used for drinking water
supplies; and
WHEREAS, desalting seawater is a proven technology used
in numerous seawater locations to provide drinking water to
residents and businesses; and
WHEREAS, the mission of the County Water Authority is
to provide reliable water supplies for the San Diego region and
to develop new water sources where possible; and
WHEREAS, the San Diego County Water Authority has
joined with San Diego Gas & Electric in exploring a combined
power plant and seawater desalination project at SUG&E's South
Bay power plant in Chula Vista; and
WHEREAS, the joint CWA-SDG&E combined electric power
and seawater desalination project would help solve two of the
region's most pressing problems: water and air pollution.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of National City that the City Council does hereby
support and encourage the joint County Water Authority and San
Diego Gas & Electric desalination project as an effective way to
lessen San Diego County's dependence on imported water supplies
and reduce our air pollution problems; and

BE IT FURTHER RESOLVED that the City Council of the
City of National City urges swift action by the Legislature and
regulatory agencies to encourage the desalination facility to
provide the citizens of our community with a new source of
potable water for the future.
