RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL
CITY AUTHORIZING THE ACTING CHIEF OF POLICE TO ENTER
INTO A MEMORANDUM OF AGREEMENT WITH THE NATIONAL SCHOOL
DISTRICT TO PROVIDE ADULT SCHOOL CROSSING GUARDS AND
AUTHORIZING THE APPROPRIATION AND TRANSFER OF FUNDS FOR
THE PROGRAM.
WHEREAS, the safety of students in transit to and from
elementary school campuses is a concern shared by both the City
of National City and the National School District, and a
cooperative effort is deemed the most effective and efficient
means to provide for such safety; and
WHEREAS, the use of adult school crossing guards is the most
appropriate means for providing safe transit of elementary school
students at specific locations within the City; and
WHEREAS, the establishment of criteria to identify locations
suitable for adult crossing guards is needed; and
WHEREAS, the City Council must appropriate funds to the
Police Department to establish this program.
NOW THEREFORE, BE IT RESOLVED by the City Council of the
City of National City that the Acting Chief of Police is
authorized to execute a Memorandum of Agreement to provide adult
school crossing guards at designated locations with the expenses
shared equally between the District and the City, identify the
school district as the party responsible for the management and
staffing of the program, and establish criteria to be used for
the placement of adult school crossing guards.

BE IT FURTHER RESOLVED by the City Council of the City of
National City that it hereby authorizes, appropriates and directs
the following transfer of funds:

MEMORANDUM OF AGREEMENT
The safety of students travelling to and from school campuses
is of utmost concern to both the National School District and the
National City Police Department. It is recognized that a mutual
effort is necessary to prudently provide for the safety of children
crossing streets adjacent to elementary schools. In an effort to
provide for such safety program in the most efficient and effective
manner possible, and in accordance with sections 45450, 45451,
45452, and 45452.5 of the California Education Code, the National
School District and the National City Police Department agree to
the following;
• The direct personnel costs of providing adult school
crossing guards will be borne equally by the National School
District and the National City Police Department. The
maximum expenditure for either party shall not exceed $9,000
per fiscal year.
• Staff from the National School District and the National
City Police Department shall work jointly to establish
criteria to determine warrants for the placement of adult
crossing guards. Said criteria will use established traffic
engineering standards.
• Until standards for warrants are established, the locations
for adult school crossing guards to be utilized under this
memorandum of agreement will be based on adult school
crossing guard locations in effect prior to August 15, 1992
that are on roadways with four or more lanes for vehicle
travel.
• The adult school crossing guard program will be managed by
the individual schools under the same practices and
procedures used for noon supervisors. Substitutions for
absent adult schools crossing guards shall be the
responsibility of the individual schools.
• The National City Police Department shall provide equipment
to be used by the adult school crossing guards limited to a
reflectorized safety vest, and a hand held stop sign.

• The Police Department will provide training and any other
reasonable assistance requested by the District to insure
that the adult school crossing guards act cautiously and
provide the greatest level of protection for children
crossing the streets.
• The Police Department will assist the school district, at
school sites, to implement and train a student school
crossing guard program.
The term of this agreement shall expire on June 30, 1993.
