HomeMy WebLinkAboutCC RESO 92-181RESOLUTION NO. 9 2 -181 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ADOPTING AN AMENDMENT TO THE COMBINED GENERAL PLAN/ZONING MAP FROM RS-2 TO RS-1 FOR PROPER'1'1ES ON PALMER WAY NORTH OF PALMER STREET. APPLICANT: CITY INITIATED CASE FILE NOS. GP-1992-5/ZC-1992-4 WHEREAS, the City Council considered the recommendation and findings of the Planning Commission for approval of an amendment to the General Plan to change the land use designations on the Combined General Plan/Zoning Map from RS-2 to RS-1 for properties on Palmer Way north of Palmer Street, along with evidence and testimony presented at the duly advertised public hearing held by the City Council on October 6, 1992; and, WHEREAS, the Planning Commission and City Council have caused and duly held studies and proceedings for the timely amendment to the General Plan of the City of National City, pursuant to Title 7, Chapter 3, Article 6 of the Government Code of the State of California; and, WHEREAS, the Planning Commission at a duly advertised public hearing held on September 21, 1992 considered the proposed amendment to the General Plan of the City of National City, along with all evidence and testimony presented at said hearing, and along with the proposed Negative Declaration together with any comments received; and, WHEREAS, the City Council recognizes the need and desirability to conduct reviews of, and consider amendments to, the General Plan to accommodate the changing needs of the community; NOW, THEREFORE BE IT RESOLVED that the City Council has considered the proposed Negative Declaration together with any comments received during the public review process and all evidence and testimony presented at the hearing and finds that on the basis of the Initial Study and any comments received that there is no substantial evidence that the project will have a significant effect on the environment, approves the proposed Negative Declaration, and authorizes the filing of a Notice of Determination. BE IT FURTHER RESOLVED that the City Council finds that the proposed amendment is in the public interest and is consistent with General Plan policy which protects single-family residential neighborhoods from inappropriate, higher density residential development. CONTINUED ON PAGE 2 Resolution No. 92-181 Page 2 of 2 BE IT FURTHER RESOLVED that the City Council finds that the proposed amendment is not in conflict with the Housing Element of the General Plan since rezoning the area from RS-2 to RS-1 will have a minor impact on housing development potential and there is adequate area for residential development in accordance with National City's regional share of new housing. BE IT FURTHER RESOLVED that the City Council hereby amends the Combined General Plan/Zoning Map from RS-2 (Single-family, small lot) to RS-1 (Single-family, large lot) for properties on Palmer Way north of Palmer Street, as further described by case file exhibit (GP-1992-5/ZC-1992-4) on file in the Office of the City Clerk as Exhibit "A".
