RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY ADOPTING AN AMENDMENT
TO THE COMBINED GENERAL PLAN/ZONING MAP TO
PREZONE ONE ACRE AT 3402 VALLEY ROAD AS RS-2-PUD AND TO
REZONE ADJACENT CALTRANS
RIGHT-OF-WAY FROM RS-1 TO RS-2-PUD
AT THE PROPOSED ROUTE 54/REO DRIVE INTERCHANGE
APPLICANT: CITY OF NATIONAL CITY

WHEREAS, the City Council considered the recommendation and findings of the
Planning Commission for approval of an amendment to the General Plan to add the GP-PZ (RS-
2-PUD) designation to the Combined General Plan/Zoning Map for one acre at 3402 Valley
Road and to change the land use designations on the Combined General Plan/Zoning Map from
RS-1 to RS-2-PUD for adjacent Caltrans right-of-way southeast of proposed Reo Drive and Valley
Road, at the proposed Route 54/Reo Drive interchange, along with evidence and testimony
presented at the duly advertised public hearing held by the City Council on October 6, 1992; and,
WHEREAS, the Planning Commission and City Council have caused and duly held
studies and proceedings for the timely amendment to the General Plan of the City of National
City, pursuant to Title 7, Chapter 3, Article 6 of the Government Code of the State of California;
and,
WHEREAS, the Planning Commission at a duly advertised public hearing held on
September 21, 1992 considered the proposed amendment to the General Plan of the City of
National City, along with all evidence and testimony presented at said hearing, and along with the
proposed Negative Declaration together with any comments received; and,
WHEREAS, the City Council recognizes the need and desirability to conduct reviews of,
and consider amendments to, the General Plan to accommodate the changing needs of the
community;
NOW, THEREFORE BE IT RESOLVED that the City Council has considered the
proposed Negative Declaration together with any comments received during the public review
process and all evidence and testimony presented at the hearing and finds that on the basis of the
Initial Study and any comments received that there is no substantial evidence that the project will
have a significant effect on the environment, approves the proposed Negative Declaration, and
authorizes the filing of a Notice of Determination.

BE IT FURTHER RESOLVED that the City Council finds that the proposed amendment
is in the public interest and is consistent with General Plan policies for construction of Reo Drive
between Sweetwater Road and Route 54, provision of a broad range of housing types, promotion
of a higher rate of homeownership, and development of higher quality housing; since the
residential prezoning for annexation of area will increase opportunities for new, higher quality
housing development in the City and facilitate extension of Reo Drive.
BE IT FURTHER RESOLVED that the City Council hereby amends the Combined
General Plan/Zoning Map by adding the GP-PZ (RS-2-PUD), Single -Family Residential -Small
Lot -Planned Unit Development prezone designation, for approximately one acre at 3402 Valley
Road, and by changing the land use designations from RS-1, Single -Family Residential Large Lot,
To RS-2-PUD, Single -Family Residential Small Lot -Planned Unit Development, for Caltrans
right-of-way southeast of proposed Reo Drive and Valley Road, at the proposed Route 54/Reo
Drive interchange, as further described by case file exhibit (GP-1992-4/ZC-1992-2) on file in the
Office of the City Clerk as Exhibit "A".
