A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY, ADOPTING AN AMENDMENT TO THE
HOUSING ELEMENT OF THE GENERAL PLAN.
CASE FILE NO. GP-1992-6
WHEREAS, the City Council adopted Resolution No. 92-52, adopting an updated
Housingte
atElementt ofH of the General Plan, which incorporated responses to comments from the sing and Community Development (HCD) onthe draft, updated Element; and

WHEREAS, State law requires that HCD review and comment on the adopted Housing
Element, and Hmments attached determined tt at additional changes to the Housings letter to t City dated August 27, E992; alemend were required, as

WHEREAS, National City drafted an amendment to the Housing Element in response to
comments from HCD, within a time period specified by HCD, in order to maintain eligibility for
transfer of $174,000 of the State's HOME funds to National City; and
WHEREAS, HCD reviewed the proposed amendment and determined that the proposed
amendment would comply with State law and that adoption of the amendment by October 12,
1992, would enable HCD to transfer $174,000 of the State's HOME funds to National City; and
WHEREAS, the Planning Commission of the City of National City considered the draft
amendment to the Housing Element along with comments and responses to comments received
from HCD at a duly advertised public hearing held on September 21, 1992, at which time the

19 which are incorporated herein by reference; and
WHEREAS, the Planning Commission at the meeting of September 21, 1992
recommended that the City Council adopt the proposed amendment to the Housing Element,
after considering the responses to comments from HCD; and
WHEREAS, the City Council at a duly advertised public hearing on October 6,
1992
considered the proposed amendment to the Housing Element along with responses to comments
from the State Department of Housing and Community Development, oral and documentary
evidence, and staff reports contained in case file nos. GP-1992-6 and IS-1992-19 which are
incorporated herein by reference;

NOW, THEREFORE, BE IT RESOLVED that the City Council hereby adopts the
proposed amendment to the Housing Element of the General Plan; and
BE IT FURTHER RESOLVED that the City Council finds that the amendment to the
Housing Element is in the public interest; incorporates responses to comments from the State
Department of Housing and Community Development on the Housing Element adopted April 14,
1992; and complies with the provisions of the California Government Code for adoption of
housing elements, since it provides available information and further analysis of housing needs in
the City and clarifies and expands programs for development, rehabilitation and conservation of
housing for all income groups.
BE IT FURTHER RESOLVED that the City Council has considered the proposed
Negative Declaration No. IS-1992-19 together with any comments received during the public
review process, finds on the basis of the Initial Study and any comments received that there is
substantial evidence that the project will have a significant effect on the environment, approves
the Negative Declaration and authorizes the filing of a Notice of Determination.
