RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY
AMENDING FISCAL YEARS 1993-1994 OF THE
REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM
WHEREAS, on November 3, 1987, the voters of San Diego County
approved the San Diego Transportation Improvement Program Ordinance and
Expenditure Plan; and
WHEREAS, the Ordinance provides that the SANDAG Board shall
biannually approve a program of projects submitted by local jurisdictions identifying
those transportation projects eligible to use transportation sales tax (TransNet) funds
during the succeeding seven-year period; and
WHEREAS, the City of National City was provided with an estimate
of annual TransNet local street and road revenues for fiscal years 1992 through
1999; and
WHEREAS, the City of National City held a public hearing in
accordance with Section 5(A) of the Ordinance, and on August 6, 1991, adopted
Resolution No. 91-163 approving a seven-year program of projects; and
WHEREAS, at its meeting of September 10, 1991, the City Council
held a public hearing, and after said public hearing, adopted Resolution No. 91-182,
amending the Regional Transportation Improvement Program to include the
connection of Reo Drive from Highway 54 south to Sweetwater Road; and
WHEREAS, at its meeting of May 12, 1992, the City Council
considered amendment of the Regional Transportation Improvement Program to
bring the Program into compliance with the City's 5-year Capital Improvements
Program, and to allow SANDAG to consider said amendment as part of its Biennial
Element review of the Program for Fiscal Years 1993 and 1994.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of National City hereby adopts the following amendments to the Regional
Transportation Improvement Program for Fiscal Years 1993 and 1994:

1. Table 3-3, Page 113, Item No. 1 - Division Street; 1-5 to East City Limits,
Phase III, Widen Street from 2 to 4 lanes (Euclid to Drexel).
Total engineering and construction estimated costs have raised from $500,000
to $664,000. The additional funds are needed to install a storm drainage
system.
2. Table 3-3, Page 113, Item No. 2 - Harbor Drive at Tidelands Avenue;
Realign Street and install traffic signal.
Total estimated engineering costs for this project have been increased from
$50,000 to $75,000.
3. Table 3-3, Page 113, Item No. 3 and Page 114, Item No. 7 - Harbison
Avenue; 24th Street to 32nd Street Phase I and Phase II.
The two phases of this project have been combined into one phase, design
and construction. The combined costs of the phases has been increased from
$150,000 to $650,000, and the scheduled years have been changed from FY
93 for engineering and FY 94 for construction, to FY 94 for engineering and
constriction.
4. Table 3-3, Page 113, Item No. 4 - Plaza Bonita off -ramp at I-805.
This project has been deleted due to major problems in constructing a new
northbound off -ramp. However, Caltrans has agreed to the installation of
"Plaza Bonita Road use Sweetwater Road signs" on the 805 Freeway.
5. Table 3-3, Page 113, Item No. 5 - Pavement Maintenance Program.
The costs for FY 93 and 94 have been changed from $395,000 to $386,000
(for FY 93) and from $657,000 to $401,000 (for FY 94).
6. Table 3-3, Page 114, Item No. 10 - Reo Drive; SR 54 to Sweetwater Road.
The estimated cost has been reduced from $1,100,000 to $700,000 due to a
savings in the R/W costs.

7. Attachment No. 1 - New
National City Boulevard Bridge replacement has been added in FY 92-93 for
$85,000.
BE IT FURTHER RESOLVED that pursuant to Section 8 of the
TransNet Ordinance, the City Council of the City of National City certifies that the
required minimum annual level of local discretionary funds to be expended for street
and road purposes will be met throughout the seven-year period consistent with
Maintenance Of Effort Requirements adopted by the SANDAG Board on June 24,
1988.
BE IT FURTHER RESOLVED that pursuant to Section 9 of the
TransNet Ordinance, the City Council of the City of National City certifies that
TransNet funds programmed in the Seven -Year Program of Projects do not replace
private developer funding which has been or will be committed for any project.
BE IT FURTHER RESOLVED that the City Council of the
City of National City does hereby certify all other applicable provisions of the
TransNet Ordinance have been met.
