A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY ADOPTING AN AMENDMENT
TO THE GENERAL PLAN TO INCORPORATE
THE SAN DIEGO COUNTY HAZARDOUS WASTE MANAGEMENT PLAN
CASE FILE NO. GP-1992-3
WHEREAS, the City Council considered the recommendation of the Planning
Commission that the General Plan be amended to incorporate the San Diego County Hazardous
Waste Management Plan, along with evidence and testimony presented at the duly advertised
public hearing held by the City Council on June 23, 1992; and,
WHEREAS, the Planning Commission and City Council have caused and duly held
studies and proceedings for the timely amendment to the General Plan of the City of National
City, pursuant to Title 7, Chapter 3, Article 6 of the Government Code of the State of California;
and,
WHEREAS, the Planning Commission at a duly advertised public hearing held on June 1,
1992 considered the proposed amendment to the General Plan of the City of National City, along
with all evidence and testimony presented at said hearing; and,
WHEREAS the City Council recognizes the need and desirability to conduct reviews of,
and consider amendments to, the General Plan to accommodate the changing needs of the
community;
NOW, THEREFORE BE IT RESOLVED that the City Council finds that the
amendments are consistent with the Local Coastal Program, since the siting criteria and
conditional use permit process contained in the County Hazardous Waste Management Plan will
protect coastal resources, including wetlands and recreational opportunities in the City, and the
amendments will ensure that local criteria for review of proposed hazardous waste facilities are
satisfied in lieu of reliance on State criteria.
BE IT FURTHER RESOLVED that the City Council finds that the amendments are in
the public interest and consistent with the General Plan, since the General Plan includes policy to
participate in regional and State efforts to monitor and regulate the use and handling of hazardous
materials in National City. The General Plan also contains policy to implement standards for both
new and existing development to support compatibility with adjacent land uses and strengthening
of the overall business environment.

BE IT FURTHER RESOLVED that the City Council hereby amends the General
Plan by addition of implementation policy no. 11 to Chapter V. Economic Development of
the General Plan text to read as follows:
11. Consider the data, policies and recommendations of the County Hazardous Waste
Management Plan in evaluating applications for hazardous waste facilities, and
utilize the siting criteria, the conditional use permit procedure, and the fair share
policies of the Plan in making decisions on such applications in areas designated
Medium Manufacturing, Heavy Manufacturing or Tidelands Manufacturing.
