HomeMy WebLinkAboutCC RESO 92-152RESOLUTION NO. 92-152 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY INITIATING A SPECIFIC PLAN REQUIREMENT FOR PROPERTIES ON THE NORTH SIDE OF 8TH STREET, EAST OF N AVENUE AND WEST OF PALM AVENUE. WHEREAS, Title 18 of the National City Municipal Code provides for the adoption and the administration of specific plans in accordance with Sections 65450 through 65457 of the Government Code of the State of California relating to the authority for and scope of specific plans; and WHEREAS, the Planning Department has recommended that the City Council initiate a specific plan and require adoption of a specific plan prior to approval of development on parcels fronting on the north side of 8th Street, east of N Avenue and west of Palm Avenue as shown on attached Exhibit "A"; and WHEREAS, a specific plan is necessary and convenient to the implementation of the General Plan for said parcels; and WHEREAS, the parcels have physical constraints involving topography, circulation and access, high visibility; development on these parcels, designated by the General Plan for Limited Commercial use, may conflict with nearby residential uses; and a coordinated planning effort is needed to address such constraints, circulation, access and land use compatibility; and WHEREAS, proposals are anticipated or have been submitted for development on individual parcels without consideration for the benefits that could be realized from coordinated planning and design of all said parcels; and WHEREAS, the City Council has determined that the public necessity, general welfare, convenience, or sound planning principles require the preparation of a specific plan for said parcels, based on the above statements; NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby initiate the preparation of a specific plan for development on all parcels fronting on the north side of 8th Street, east of N Avenue and west of Palm Avenue, as shown on attached Exhibit "A", in order that said parcels be developed according to coordinated planning and design guidelines for control of access, appropriate uses and aesthetics.
