RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY MAKING CERTAIN
FINDINGS AND DETERMINATIONS IN CONNECTION
WITH THE COMMUNITY DEVELOPMENT COMMISSION
OF THE CITY OF NATIONAL CITY FINANCING OF A
PORTION OF THE COST OF CONSTRUCTION OF
STREETSCAPE ALONG 8TH STREET FROM I-5 TO
HARBOR DRIVE WITHIN THE CITY OF NATIONAL CITY
WHEREAS, a stated objective of the Redevelopment Plan for the
National City Downtown Redevelopment Project is to provide needed public
improvements within the Project Area; and
WHEREAS, the Community Development Commission of the City
of National City (CDC) by adoption of Resolution No. 91-55 (NCDRP) on
November 5, 1991, authorized payment by the CDC of approximately $176,542
toward construction of Streetscape along 8th Street from I-5 to Harbor Drive, the
total cost of which is estimated to be $587,454; and
WHEREAS, the U.S. Navy will pay a portion of the cost, the San
Diego Metropolitan Transit District Board will pay a part of the cost and the City
of National City will pay a part of the cost through the 1990-1991 CDBG
Program and the balance of the cost is required to be paid by the CDC; and
WHEREAS, the California Community Redevelopment Law
requires that certain finds and determinations be made by the City Council prior
to such payment by the CDC toward the construction of a public improvement
which is located outside of the Redevelopment Project Area; and
WHEREAS, the City Council of the City of National City wishes
to proceed with the 8th Street Streetscape Project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of National City as follows:

1. It is hereby found and determined pursuant to Section 33445
of the California Community Redevelopment Law that the
construction of 8th Street Streetscape from Interstate
Highway 5, which is the westerly boundary of the National
City Downtown Redevelopment Project, westerly thereof for
approximately 1,500 lineal feet is of benefit to the National
City Downtown Redevelopment Project which abuts the
proposed Streetscape Improvement.
2. It is further found and determined pursuant to said Section
that financing of a portion of the cost of the 8th Street
Streetscape by the Community Development Commission of
the City of National City is necessary in that no other
reasonable means of financing said portion are available to
the City of National City.
