HomeMy WebLinkAboutCC RESO 92-40RESOLUTION NO. 92-40 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING AND APPROVING A COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY FOR THE CITY OF NATIONAL CITY WHEREAS, the Cranston -Gonzales National Affordable Housing Act of 1990 requires the preparation of a Comprehensive Housing Affordability Strategy (CHAS) for continuing eligibility for the Community Development Block Grant Program, for the Section 8 Housing Assistance Payments Program and for the Housing Programs adopted pursuant to the Housing Act of 1990; and WHEREAS, the Community Development Commission of the City of National City (CDC), pursuant to an Agreement with Zucker Systems, San Diego, dated June 4, 1991 has prepared a CHAS dated November 21, 1991 which has been made available to the public, which has been recommended for approval by the Committee for Housing and Community Development on December 3, 1991, and upon which public hearings were held before the City Council on February 11, 1992 and on March 17, 1992; and WHEREAS, the Executive Director of the CDC has prepared a written report on the CHAS and has recommended approval thereof and the City Council has considered the CHAS (85 pages) and has considered the Executive Director's report and recommendation and the City Council wishes to proceed with the Program. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City that the Comprehensive Housing Affordability Strategy, City of National City, prepared by the Community Development Commission of the City of National City and Zucker Systems, San Diego, with assistance from the San Diego Area Governments, dated November 20, 1991, is hereby approved and adopted and the Mayor is hereby authorized, on behalf of the City Council to execute Appendix B and to provide the certifications required in Appendix E and the Executive Director of the Community Development Commission is Continued on Page Two Resolution No. 92-40 Page 2 of 2 hereby authorized to transmit the document, consisting of 85 pages, to the U.S. Department of Housing and Urban Development.
