HomeMy WebLinkAboutCC RESO 92-52RESOLUTION NO. 92-52 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, ADOPTING AN UPDATED HOUSING ELEMENT OF THE CITY'S GENERAL PLAN. CASE FILE NO. GP-1991-4 WHEREAS, the City Council adopted Resolution No. 91-108 authorizing the City to enter into an agreement with Zucker Systems for preparation of an updated Housing Element of the General Plan; and WHEREAS, the preliminary draft Housing Element was reviewed by the State Department of Housing and Community Development, who determined that revisions were needed for the Element to comply with State law (article 10.6 of the Government Code); and WHEREAS, the Planning Commission of the City of National City considered the draft, updated Housing Element along with comments and responses to comments received from the State Department of Housing and Community Development at a duly advertised public hearing held on March 16, 1992 and continued to April 6, 1992, at which time the Planning Commission also considered the proposed Negative Declaration and Initial Study, oral and documentary evidence, and the entire contents of Case File Nos. GP-1991-4 and IS-1992-4 which are incorporated herein by reference; and WHEREAS, the Planning Commission at the meeting of April 6, 1992 recommended that the City Council adopt the proposed updated Housing Element, after considering the responses to comments from the State Department of Housing and Community Development; and WHEREAS, the City Council at a duly advertised public hearing on April 14, 1992 considered the draft updated Housing Element along with responses to comments from the State Department of Housing and Community Development, oral and documentary evidence, and the entire contents of case file nos. GP-1991-4 and IS-1992-4 which are incorporated herein by reference; NOW, THEREFORE, BE IT RESOLVED that the updated Housing Element, is hereby adopted subject to incorporation of responses to comments from the State Department of Housing and Community Development. BE IT FURTHER RESOLVED THAT the City Council finds that the updated Housing Element, incorporating responses to comments from the State Department of Housing and Community Development, complies with the provisions of the California Government Code for Resolution No. 92-52 Page 2 of 2 adoption of housing elements, since it provides available, updated information and analysis of housing needs in the City and contains desirable policies and programs to assist the availability of housing opportunities for all income groups and households with special needs. BE IT FURTHER RESOLVED that the City Council has considered the proposed Negative Declaration No. IS-1992-4 together with any comments received during the public review process, finds on the basis of the Initial Study and any comments received that there is no substantial evidence that the project will have a significant effect on the environment, approves the Negative Declaration, and authorizes the filing of a Notice of Determination.
