RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY
AMENDING FISCAL YEARS 1993-1994 OF THE
REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM
WHEREAS, on November 3, 1987, the voters of San Diego County
approved the San Diego Transportation Improvement Program Ordinance and Expenditure
Plan; and
WHEREAS, the Ordinance provides that the SANDAG Board shall
biannually approve a program of projects submitted by local jurisdictions identifying those
transportation projects eligible to use transportation sales tax (TransNet) funds during the
succeeding seven-year period; and
WHEREAS, the City of National City was provided with an estimate of
annual TransNet local street and road revenues for fiscal years 1992 through 1999; and
WHEREAS, the City of National City has held a public hearing in
accordance with Section 5(A) of the Ordinance, and on August 6, 1991, adopted
Resolution No. 91-163 approving a seven-year program of projects; and
WHEREAS, at its meeting of September 10, 1991, the City Council held
a public hearing, and after said public hearing, adopted Resolution No. 91-182, amending
the Regional Transportation Improvement Program to include the connection of Reo
Drive from Highway 54 south to Sweetwater Road; and
WHEREAS, at its meeting of May 12, 1992, the City Council considered
amendment of the Regional Transportation Improvement Program to bring the Program
into compliance with the City's 5-year Capital Improvement Program, and to allow
SANDAG to consider said amendment as part of its Biennial Element review of the
Program for Fiscal Years 1993 and 1994, and adopted Resolution No. 92-80; and
WHEREAS, at its meeting of April 13, 1993, the City Council considered
amendment of the Regional Transportation Improvement Program to bring the Program
into compliance with the City's Fiscal Years 1993-1994 Capital Improvement Program.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of National City hereby adopts the following amendments to the Regional Transportation
Improvement Program for Fiscal Years 1993 and 1994;
1. Harbor Drive at Tidelands Avenue Realignment:
Carry over $60,000 in TransNet funds from FY 93 to FY 94.
This is needed to carry over the projected balance of funds by the
end of FY 93 in order to continue the design phase of this project in
FY 94.
2. Pavement Maintenance Program - Various locations:
Carry over $121,000 in TransNet funds and $255,000 in Intermodal
Surface Transportation Efficiency Act (ISTEA) funds from FY 93 to
FY 94, and amend the FY 94 appropriation to reflect the following:
$170,000 ISTEA Funds
$100,000 Transnet Funds
$200,000 Local (Gas Tax) Funds
The $121,000 by itself is not sufficient for a street resurfacing
project, therefore,it is recommended that this amount along with the
ISTEA funds be carried over and added to the next year's ISTEA
allocation in order to create a larger project,which usually reflects a
decrease in unit prices.
3. Reo Drive:
Carry over $500,000 in TransNet funds from FY 93 to FY 94.
These funds will be needed in FY 94 when the actual construction
of Reo Drive begins.

4. National City Boulevard Bridge:
Carry over $5,000 in TransNet, and $80,000 in Local funds from
FY 93 to FY 94, and amend FY 94 appropriation to reflect $55,000
in Local funds.
This is needed to continue the design and environmental studies for
the replacement of the National City Boulevard Bridge.
5. Division Street; I-5 to Palm Avenue, Phase IV (Osborn to Highland);
Amend FY 94 appropriation as follows:
$500,000 in TransNet funds, and $250,000 in Local funds.
This project is presently being designed by the City of San Diego.
The tentative schedule for the construction phase has been delayed
to FY 95. Therefore, the total amount of funds needed for FY 94
has been reduced.
BE IT FURTHER RESOLVED that pursuant to Section 8 of the TransNet
Ordinance, the City Council of the City of National City certifies that the required
minimum annual level of local discretionary funds to be expended for street and road
purposes will be met throughout the seven-year period consistent with Maintenance Of
Effort Requirements adopted by the SANDAG Board on June 24, 1988.
BE IT FURTHER RESOLVED that pursuant to Section 9 of the TransNet
Ordinance, the City Council of the City of National City certifies that TransNet funds
programmed in the Seven -Year Program of Projects do not replace private developer
funding which has been or will be committed for any project.
BE IT FURTHER RESOLVED that the City Council of the City of National
City does hereby certify all other applicable provisions of the TransNet Ordinance have
been met.
