HomeMy WebLinkAboutCC RESO 93-96RESOLUTION NO. 9 3-196 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING THE DOCUMENT ENTITLED "AGREEMENT ON MONETARY ISSUES BETWEEN THE CITY OF NATIONAL CITY AND THE FIREFIGHTERS' ASSOCIATION FOR FISCAL YEAR 1993-1994" BE IT RESOLVED by the City Council of the City of National City that the City Council does hereby approve that document entitled "Agreement on Monetary Issues Between the City of National City and the Firefighters' Association for Fiscal Year 1993-1994," which document is to be effective beginning July 6, 1993, and which document is attached hereto as Exhibit "A." Eiser, III City Attorney AGREEMENT ON MONETARY ISSUES BETWEEN THE CITY OF NATIONAL CITY AND THE FIREFIGHTERS' ASSOCIATION FOR FISCAL YEAR 1993-94 1. The City and the Firefighters' Association agree to use the procedures in the Civil Service Rules to determine "bumping rights" which affect any position in the Firefighters' Association representative unit. 2. The City agrees to reduce the Fire Department's Plan "B" Budget for Fiscal Year 1993-94 in following manner: A. Reduce salaries in Fire Prevention by $ 8,000 B. Reduce Fire Reserve Program by 8,000 C. Reduce various M & 0 accounts by 7,700 3. The FFA agrees that Firefighters will submit reimbursements for at (east $6,000 from the EMT-D Fund to reimburse the Department for administrative duties. 4. The City agrees that layoff notices of three (3) Fire Captains and resultant bumping which would be effective July 1, 1993 will be rescinded on approval by the Council, and provided that at least two (2) Fire Engineers retire on or before September 14, 1993, and that there will be no layoffs before January 1, 1994 and no layoffs during fiscal year 1993-94 depending on City's ability to pay and meet and confer with the FFA. 5. The FFA agrees to take compensatory time for half of the overtime earned as a result of the rate -for -rate provision. 6. The FFA agrees to reduce FLSA overtime by $6,000 during 1993-94. 7. The City proposes to continue meet and confer on language changes necessary to implement the above proposals. 8. Employees represented by the Firefighters' Association, who retire by September 14, 1993, may take advantage of the City -paid P.E.R.S. benefit of two years additional service credit or in lieu of that benefit continue to receive the City's contribution to firefighters' health insurance premium for three years from the date of retirement.
