HomeMy WebLinkAboutCC RESO 93-114RESOLUTION NO. 93-114 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO ENTER INTO A MEMORANDUM OF UNDERSTANDING WITH THE SWEETWATER UNION HIGH SCHOOL DISTRICT TO PROVIDE A SECOND POLICE SCHOOL LIAISON OFFICER TO WORK IN THE DISTRICT'S SCHOOLS WITHIN NATIONAL CITY WHEREAS, safety and security on and around school campuses is an essential element for a positive educational environment; and WHEREAS, the safety and well being of students on school campuses is a concern shared by both the City of National City and the Sweetwater Union High School District and a coordinated effort is deemed the most effective and efficient means to provide for campus security; and WHEREAS, the presence of uniformed police officers on school campuses, in addition to basic law enforcement services, allows for an array of police services to be provided to both students and staff such as the dissemination of information on the police department, the criminal justice system, gang intervention and prevention, and alcohol and drug abuse prevention. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City that the Mayor is authorized to execute a Memorandum of Understand- ing for the 1993-1994 public school fiscal year to provide a second school liaison officer with primary responsibility to provide police services at the three Sweetwater Union High School campuses in National City, National City Middle School, Granger Junior High School, and Sweetwater High School, with the Sweetwater Union High School District agreeing to provide compensation to the City in the amount of $64,737 for the salary and benefits of the officer. Said Memorandum of Understanding is on file in the Office of the City Clerk. PASSED and ADOPTED this 3rd day of August, 1993. ATTEST: George H. Eiser, II City Attorney MEMORANDUM OF UNDERSTANDING BETWEEN SWEETWATER UNION HIGH SCHOOL DISTRICT AND NATIONAL CITY POLICE DEPARTMENT Ensuring the safety of students and staff on school campuses in National City is a priority to the school administration and the Police Department. Campus security is enhanced by the presence of police officers. Police officers on campus also help improve relations between the Police Department and youth in the community. Therefore, the Sweetwater Union High School District and the National City Police Department agree to undertake the following responsibilities to achieve these mutual objectives: A. SCHOOL DISTRICTS ROLE AND RESPONSIBILITY 1. To ensure student welfare portal to portal. 2. To develop procedures to handle campus safety issues. 3. To establish and follow procedures for referring cases for police involvement. 4. To cooperate with and support the National City Police Department to ensure the success of programs involving students, school personnel, parents and community. B. LAW ENFORCEMENTS ROLE AND RESPONSIBILITY 1. To provide prevention/intervention by: > developing classroom and faculty presentations related to youth and the law; > attending parent conferences/meetings; > attending S.A.R.B. and S.A.T. meetings; > scheduling security activities as needed. 2. To continue to work with: > community agencies; > South Bay Task Force. 3. To continue training National City Police Department staff assigned to school sites. Sweetwater District/National City Police - Agreement 4. To work with school staff in matters of mutual concern such as: > alcohol and drug use on campus; > safety of students and staff on campus; > gang related violence and crime; > campus intrusion; > child abuse issues; > loss and/or damage to property. C. TIME FRAME This Agreement shall remain in effect for the 1993-94 public school fiscal year, and may be extended for such length of time as both parties mutually agree to continue this Agreement. D. LOCATION Prevention/education/training activities will take place at Sweetwater High School, National City Middle School, Granger Junior High School, and at public meeting places within the respective communities. E.
