HomeMy WebLinkAboutCC RESO 93-121RESOLUTION NO. 93-121 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE CHIEF OF POLICE OF THE NATIONAL CITY POLICE DEPARTMENT TO APPLY FOR AN OFFICE OF CRIMINAL JUSTICE PLANNING GRANT, TO RECEIVE AND ADMINISTER THE GRANT PROCEEDS, AND TO SIGN ANY AND ALL DOCUMENTS IN CONNECTION WITH SAID GRANT WHEREAS, the National City Police Department desires to apply for a third year grant of $30,775.00 to continue the National City Gang Intervention Team with funds made available partly through the Juvenile Justice and Delinquency Prevention Project administered by the Office of Criminal Justice Planning (hereafter referred to as OCJP); and WHEREAS, the National City Gang Intervention Team works jointly with South Bay Community Services to reduce the proliferation of gang violence and involvement in National City by providing family and job counseling, community service, job opportunities, close supervision, and direct prevention services to delinquent and pre - delinquent youth, ages 5-15, who show clear signs of pre -gang involvement; and WHEREAS, the grant would provide partial funds for one Youth Service Officer and a sub -contract with South Bay Community Services for counseling and gang intervention program services; and WHEREAS, it is necessary to designate an individual to apply for the grant, to sign documents in connection with said grant, and to administer the grant proceeds. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City that the City of National City does hereby authorize the Chief of Police of the National City Police Department to submit the application to OCJP, and to receive and administer the grant proceeds, and authorizes the Chief of Police of the National City Police Department to sign any and all documents in connection with said grant, including any extensions or amendments thereof, on behalf of the City of National City. Continued on Page Two Resolution No. 93-121 Page Two BE IT FURTHER RESOLVED that the applicant agrees to provide all matching funds required for said project (including any amendment thereof) under the Program and the funding terms and conditions of OCJP and that the cash match will be appropriated as required. BE IT FURTHER RESOLVED that any liability arising out of the performance of this Grant Award Agreement, including civil court actions for damages, shall be the responsibility of the grant recipient and authorizing agency. The State of California and OCJP disclaim responsibility for any such liability. BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to supplant expenditures controlled by the City Council of the City of National City. BE IT FURTHER RESOLVED that this award is not subject to local hiring freezes. PASSED and ADOPTED this loth day of August, 1993. George .
