HomeMy WebLinkAboutCC RESO 93-146RESOLUTION NO. 9 3 -14 6 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY DECLARING CITY -OWNED LAND AS SURPLUS AND AUTHORIZING THE MAYOR TO EXECUTE QUITCLAIM DEEDS OF SAID PROPERTY TO THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF NATIONAL CITY WHEREAS, the City Council of the City of National City on March 17, 1992, by adoption of Resolution No. 92-40, approved a Comprehensive Housing Affordability Strategy (CHAS), a five year housing and community development projection, consisting of 85 pages, which was transmitted to the U.S. Department of Housing and Urban Development (HUD) for its review and approval and HUD has approved the CHAS; and WHEREAS, the City Council, on March 17, 1992, also approved CHAS Housing Programs, 1991-1992, including a Home Improvement Loan Program ($375,000), a First Time Homebuyers Program ($187,500) and a Rental Rehabilitation Program ($175,000), for a total of $750,000 using CDC tax increment 20% set aside money and $750,000 (HUD $576,000 and State of California $174,000) HOME Grant Funds for the production of housing for very large, very low income families through the Metropolitan Area Advisory Committee (MAAC), Community Housing Development Organization (CHDO); and WHEREAS, the City owns property which is surplus to the City's needs and which is suitable for home sites for the first time homebuyers and for other affordable housing development; and WHEREAS, by Resolution No. 92-85, adopted May 19, 1992, the City Council authorized the sale of said surplus property to the Community Development Commission of the City of National City (CDC) to be used by the CDC for home sites for first time homebuyers and for other affordable housing development; and WHEREAS, the City Council has subsequently determined to retain ownership of one of the parcels of surplus property, and to sell, convey to the CDC the following remaining parcels, for the sum of $583,400: 1) A.P.N. 552-404-01 and 552-404-02, northeast corner of Division Street and "R" Avenue ($51,900). .Resolution No. 93-146 Page 2 of 2 2) A.P.N. 557-430-35 and 557-440-56, north end of Sheryl Lane, north of 16th Street ($140,000). 3) A.P.N. 558-092-07, east side of Euclid Avenue at 13th Street ($87,500). 4) A.P.N. 558-180-14, southeast corner of 16th Street and Euclid Avenue ($124,000). 5) A.P.N. 558-281-04, 558-281-06, 558-281-07, 558-281-08, east side of Euclid Avenue between 20th and 22nd Streets ($180,000); and WHEREAS, said parcels are surplus to the City's needs, and the City has made the written offers to sell or lease the subject properties to the entities specified in Government Code Section 54222, and none of said entities other than the CDC has notified the City of its intent to purchase or lease said properties as required by Government Code Section 54222. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City that the parcels of real property listed hereinabove are declared to be surplus, and that the Mayor is hereby authorized to execute quitclaim deeds of said parcels to the Community Development Commission of the City of National City, in consideration for payment by the CDC to the City of the sum of $583,400.
