HomeMy WebLinkAboutCC RESO 94-5RESOLUTION NO. 9 4 - 5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING THE UNIFIED PORT DISTRICT SIGN PROGRAM. APPLICANT: UNIFIED PORT DISTRICT CASE FILE NO. AP-1993-6 WHEREAS, the City Council of the City of National City considered a request for approval of plans for the Unified Port District Sign Program at the meeting held on January 18, 1994; and WHEREAS, at the meeting of January 18, 1994, the City Council of the City of National City considered the recommendation of the Planning Commission for approval of said plans, and WHEREAS, Municipal Code Section 10.48.010 prohibits the posting of signs on public property, except as provided by Section 10.48.030; and WHEREAS, Municipal Code Section 10.48.030 provides that the City Council, by resolution, after considering the recommendation of the Planning Commission, may grant permission to post such sign or signs as it may determine to be reasonable and proper; and WHEREAS, the request of the Unified Port District is categorically exempt from environmental review pursuant to the California Environmental Quality Act (Class 11, small structures); WHEREAS, at said meeting the City Council considered the staff report contained in Case File No. AP-1993-6 which is maintained by the City, and incorporated herein by reference; and WHEREAS, this action is taken pursuant to all applicable procedures required by State and City law; and WHEREAS, this action recited herein is found to be essential for the preservation of public health, safety and general welfare. CONTINUED ON PAGE 2 Resolution No. 9 4 - 5 Page 2 of 3 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City, that the Unified Port District Sign Program is hereby approved. BE IT FURTHER RESOLVED that the plans for directional signs in the public right-of-way identified as Exhibit "A", Case File No. AP-1993-6, dated December 13, 1993, are hereby approved, subject to all conditions outlined in City Council Policy Guidelines and Design Criteria for Directional Signs in the Public Right -of -Way, with exceptions for size, colors and mounting, and subject to the following conditions: 1. A permit from the Department of Building and Safety shall be obtained for the signs. Construction plans and details for monument signs shall be submitted with the permit application. 2. Plans shall be submitted to utility agencies to determined whether any conflicts exist. 3. Unobstructed access to the City sewer pump and the San Diego Gas and Electric power supply facility shall be maintained to the satisfaction of the Public Works Director and City Engineer. 4. Handicap accessibility to sidewalks at each street corner shall be maintained for future installation of pedestrian ramps in accordance with the San Diego Area Regional Standard Drawings. 5. The proposed monument signs shall be checked for the sight distance lines at the intersection. 6. Caltrans shall review and approve plans for the proposed directional signs to be installed at freeway ramps. 7. Directional signs may not obstruct view of other signs and pedestrian or vehicle traffic. 8. No vertical timbers of monument signs shall be installed in the future sidewalk areas. 9. Except as otherwise required by conditions of approval, sign plans shall be in substantial conformance with Exhibit A, Case File No. AP-1993-6, dated 12/13/93.
