HomeMy WebLinkAboutCC RESO 94-125RESOLUTION NO, 94-125 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY OPPOSING THE GREGORY CANYON LANDFILL AND RECYCLING COLLECTION CENTER BALLOT INITIATIVE THAT WOULD ALLOW A LANDFILL IN THE PALA/PAUMA AREA OF SAN DIEGO COUNTY WHEREAS, an initiative has been qualified for the Fall ballot to be voted on by the voters of San Diego County which would allow, by right, a landfill in the Pala/Pauma area of the County; and WHEREAS, siting of landfills is, and should be, a process including adequate environmental protection and public input; and WHEREAS, the proposed initiative process prohibits full public disclosure of environmental impacts, development of mitigation measures, and public disclosures of unmitigable impacts and requires public funding for elements that would normally be developer -funded; and WHEREAS, the proposed initiative appears to provide privileges and immunities to its proponent and to the proponent's properties to the exclusion of other citizens and other properties. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City that developing and amending a local general plan and zoning ordinance by initiative to support a private project is inconsistent with the public good and general welfare of the people of San Diego County. BE IT FURTHER RESOLVED that the City Council opposes the Gregory Canyon Landfill and Recycling Collection Center Ballot Initiative. PASSED and ADOPTED this 23rd day of August, 1994.
