HomeMy WebLinkAboutCC RESO 94-151RESOLUTION NO. 9 4-151 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, APPROVING PLANS TO ALLOW GOODWILL INDUSTRIES TO LOCATE AN ATTENDED DONATION CENTER AT THE 24TH STREET TROLLEY STATION. APPLICANT: SAN DIEGO METROPOLITAN TRANSIT DEVELOPMENT BOARD CASE FILE NO. AP-1994-1. WHEREAS, the City Council of the City of National City, California, considered a request for approval of plans to allow Goodwill Industries to locate an attended donation center at the 24th Street Trolley Station at the meeting held on October 11, 1994; and, WHEREAS, at the meeting of October 11, 1994, the City Council of the City of National City considered the recommendation of the Planning Commission for approval of said plans; and, WHEREAS, the request of San Diego Metropolitan Transit Development Board is exempt from environmental review pursuant to the California Environmental Quality Act (Section 15061b3); and, WHEREAS, at said meeting the City Council considered the staff report contained in Case File No. AP-1994-1 which is maintained by the City and incorporated herein by reference; and, WHEREAS, this action is taken pursuant to all applicable procedures required by State and City law; and, WHEREAS, this action recited herein is found to be essential for the preservation of public health, safety and general welfare. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City, California, that Goodwill Industries is allowed to locate an attended donation center at the 24th Street Trolley Station. BE IT FURTHER RESOLVED that the Goodwill Industries attended donation center at the 24th Street Trolley Station, as identified in Exhibit "A", Case File No. AP- 1994-1, dated July 19, 1994, is hereby approved, subject to the following conditions: 1. All graffiti shall be removed from the collection facility within 24 hours of its observance. 2. A telephone shall be provided for the attendant. The facility is approved for a period of twelve months from the date of adoption of this resolution, or until an adult school is established on the adjacent property to the south, whichever comes first. At the end of the twelve month period, the applicant may request in writing that the City Council extend the approval period. Otherwise, all operations associated with the facility shall cease and the donation container shall be removed. 5. The collection facility shall be operated in accordance with and subject to the provisions of Section 7.20.030 of the Municipal Code. BE IT FURTHER RESOLVED that copies of this Resolution be transmitted forthwith to the applicant. PASSED and ADOPTED this 18th day of October, 1994. GEORGE H.
