DATE: December 20, 1994 Lori Anne Peoples City Clerk N44 Ad ao4 RESOLUTION NO. 94-185 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY OPPOSING THE INCLUSION OF ESCONDIDO DISPOSAL, INC.'S PROPOSED MATERIAL RECOVERY FACILITY INTO THE COUNTY SOLID WASTE MANAGEMENT PLAN WHEREAS, Escondido Disposal, Inc. and the City of Escondido have requested an amendment to the County Solid Waste Management Plan to include Escondido Disposal's Material Recovery Facility; and WHEREAS, each City in the region and the County have been sent the amendment request; and WHEREAS, the State Waste Management Planning requirements provide that the County Board of Supervisors and a majority of the cities in the region with a majority of the population must review and approve any new or expanded solid waste facilities not previously identified and approved in the County Solid Waste Management Plan; and WHEREAS, the application does not describe the ultimate purpose of the transfer station or state whether the intention is to haul trash out of the Regional System, the County's geographical boundaries or the State of California; and WHEREAS, the amendment to the application would allow that the facility to be utilized by other than the City of Escondido, but is unclear as to whom it may serve and further may adversely impact the Region's ability to plan for its future needs; and WHEREAS, the current System which is in transition from the County of San Diego to the San Diego Solid Waste Authority has sufficient capacity for the waste from the City of Escondido and whoever else is contemplated to use the facility; and WHEREAS, the current users of the System will be financially impacted in an adverse manner by any exportation of waste away from the System by reduced revenues for such matters as closure/post closure costs and contractual debt; and WHEREAS, there is a lack of clear information regarding the final disposition of the trash; whether it will be sent out of County or out of State which is critical to ascertaining whether a negative declaration for environmental purposes is appropriate or sufficient; or whether an Environmental Impact Report may be necessary before any realistic recommendation or decision can be made regarding this project. Continued on Page Two Resolution No. 94-185 Page 2 of 2 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City as follows: 1. In the absence of the following information, the City Council opposes the inclusion of Escondido Disposal, Inc.'s project into the County Solid Waste Management Plan at this time: (a) The ultimate purpose of the transfer station is unclear. (b) Who the ultimate customers the facility will serve is unclear. (c) Whether the current System has sufficient capacity for the waste from the City of Escondido. (d) Whether the current users of the System will be financially impacted in an adverse manner. (e) Whether the negative declaration may be insufficient due to lack of information. 2. That the City Council reserves the rights to modify its position when it better understands the intention of the amendment regarding the above issues.
