HomeMy WebLinkAboutCC RESO 95-1RESOLUTION NO. 95-1 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY TO ENDORSE THE BORDER ENVIRONMENTAL COMMERCE ALLIANCE AND THE APPLICATION FOR UNITED STATES DEPARTMENT OF COMMERCE, ECONOMIC DEVELOPMENT, ADMINISTRATION FUNDING WHEREAS, on August 10, 1993 the City Council of National City endorsed in concept the Border Environmental Commerce Zone, a regional serving program designed to stimulate the development of environmental technologies, strengthen and diversify the regional economy, facilitate defense conversion strategies, promote border area clean up, and to create jobs; and WHEREAS, the program, now known as the Border Environmental Commerce Alliance, is designed as an extension of the existing federally funded San Diego Economic Conversion program which serves the entire county; and WHEREAS, the two primary initiatives of the Border Environmental Commerce Alliance are: (1) The Environmental Technology Resource Center which will act as a South Bay satellite to the San Diego High Technology Resource Center providing outreach to South Bay businesses and specialized services to the environmental industry from throughout San Diego County; and (2) the Border Environmental Business Cluster which is an incubator for small and start-up environmental businesses, providing low cost space, shared clerical services, and on- and off -site technical assistance services; and WHEREAS, The Border Environmental Commerce Alliance programs will be located in the South Bay in a building made available on a donated basis through a partnership of the San Diego Port District and Rohr, Inc.; and WHEREAS, The Border Environmental Commerce Alliance has been endorsed by the South County Economic Development Council, South County Economic Development Round Table, City of San Diego, the San Diego Technology Council (oversight body for the Economic Development Administration regional economic conversion program), San Diego Economic Development Corporation, the California Trade and Commerce Agency, the California Environmental Protection Agency, the California Energy Commission, U.C.S.D. CONNECT, Southwestern College, the Greater San Diego Chamber of Commerce, and many others; and WHEREAS, The United States Economic Development Administration has invited the City of Chula Vista to apply for $2,000,000 to fund the Border Environmental Commerce Alliance. Continued on Page Two Resolution No. 95-1 Page 2 of 2 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City does hereby find, order, determine, and resolve that the City Council of National City supports the Border Environmental Commerce Alliance program and endorses the application for funding from the United States Economic Development Administration.
