HomeMy WebLinkAboutCC RESO 95-106RESOLUTION NO. 95-106 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ADOPTING THE CLASS SPECIFICATION FOR A POSITION OF COMPUTER SYSTEMS SPECIALIST AND APPROVING THE SALARY RATE FOR THIS CLASSIFICATION AT RANGE 109 AND FILLING OF THE POSITION BE IT RESOLVED by the City Council of the City of National City that class specification for a new position of Computer Systems Specialist set forth in Exhibit "A" attached hereto and made a part of this Resolution by this reference, is hereby approved for said position. BE IT FURTHER RESOLVED that said position of Computer Systems Specialist will become part of the Classification Plan for Temporary and Seasonal Positions, attached hereto as Exhibit "B". BE IT FURTHER RESOLVED that the salary rate for said position is hereby set at Salary Range 109. PASSED AND ADOPTED this 18111 day of July, 1995. George H. Eiser, III City Attorney EXHIBIT "A" City of National City CLASS SPECIFICATION COMPUTER SYSTEMS SPECIALIST DEFINITION Under coordinated direction of the Public Works and Finance Directors, assists individual departments in the linking to the City's main computer system; reviews, recommends, and implements computer applications to provide a coordinated information system throughout the City; and perform related work as required. DISTINGUISHING CHARACTERISTICS This is a single position specialist class which may be assigned to projects in any city department on an as needed basis. Availability is determined by Public Works Director, and coordinating oversight is provided by the Finance Director. EXAMPLES OF TYPICAL DUTIES The following duties are representative of the level of difficulty and responsibility assigned to this position. This position may not perform all of these duties, and/or may perform similar tasks not listed here. Surveys City-wide and departmental needs for computer applications which will provide solutions to intradepartmental and interdepartmental information access and records maintenance; recommends, designs, modifies and implements computer applications as approved by city and/or departmental management; writes and tests programs; plans and coordinates the applications related to the operations and functions of an information networking system; instructs users in the operation of the applications; troubleshoots and resolves computer application problems; determines and establishes file structures, screen displays, standard commands, and report formats; assists in linking personal computers to a networking system; and performs related work as required. DESIRABLE QUALIFICATIONS Training and Experience - Any combination equivalent to training and experience that could likely provide the required knowledge, skills, and abilities may be qualifying. A typical way to obtain the required knowledge, skills and abilities will be graduation from high school, supplemented by specialized training or courses in data processing and prime computer software and two (2) years of data processing experience. SLRSCH.DOC NCPO 06/95 Equipment Services Specialist page -2- Knowledge of modern office procedures and terminology, business language including spelling, grammar and punctuation; governmental accounting, budgeting, and recordkeeping; prime computer language and applications; personal computer software and applications; and application design, development and implementation of a mainframe computer system. Ability and skill in: working independently and cooperatively with others; employing independent judgment and making sound decisions; planning, coordinating, and performing computer application related activities; analyzing problems and needs and developing appropriate solutions. LICENSES, CERTIFICATES AND SPECIAL REQUIREMENTS Possession of a valid California Driver's License and certificate of proficiency in keyboard operation of at least 40 words per minute.
