HomeMy WebLinkAboutCC RESO 95-133RESOLUTION NO. 95-133 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY IN SUPPORT OF THE TIMELY CONSTRUCTION OF SR-125 SOUTH BY CALIFORNIA TRANSPORTATION VENTURES, INC. WHEREAS, State Route 125 has been recognized as a critical component in the traffic circulation network for the South San Diego Regional Outer Loop; and WHEREAS, the timely construction of SR-125 will benefit National City's residential and business communities by relieving traffic congestion on I-5, I-805 and SR- 54, thereby providing improved access into and out of National City; and WHEREAS, SR-125 will improve response time for emergency vehicles throughout South County, including police, fire, ambulance and highway patrol; and WHEREAS, the San Diego Association of Governments (SANDAG) conducted the "Advanced Transportation System Development Demonstration Program" study and concluded that advancing the construction of SR-125 is critical to the economic development of the South San Diego County area; and WHEREAS, the construction of SR-125 will provide a crucial link between the Otay Mesa federal port of entry and Interstate 8 and points east, allowing San Diego County to take full advantage of the North American Free Trade Agreement (NAFTA); and WHEREAS, SR-125 is necessary to support increasing commercial traffic generated as a result of expanding trade and commerce between the United States and Mexico; and WHEREAS, there is a documented shortage of public funds to finance the implementation of the State Transportation Improvement Program (STIP); and WHEREAS, CalTrans entered into a franchise agreement with California Transportation Ventures, Inc. (CTV) to finance, design, build and operate SR-125 South as a limited access toll facility, ensuring that it will be constructed without burden to taxpayers; and Continued on Page Two Resolution No. 95-133 Page Two WHEREAS, the construction of SR-125 South by CTV will be funded by private sector cash investment, bringing $340 million in private capital to the South County economy; and WHEREAS, the development of SR-125 South will directly create over 500 local jobs during construction, and up to an additional 150 jobs during the toll operation stage. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City does hereby support the timely construction of SR-125 South as a toll road by California Ventures, Inc.
