HomeMy WebLinkAboutCC RESO 95-134RESOLUTION NO. 95-134 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY URGING SANDAG TO MAINTAIN FUNDING FOR THE SAN MIGUEL CONNECTOR IN ACCORDANCE WITH THE SCHEDULE FOR SR-125 SOUTH, AND TO FUND THE SR-125 SWEETWATER SEGMENT IN ACCORDANCE WITH ITS ADOPTED PLAN OF FINANCE WHEREAS, the voters of San Diego County voted for a half cent sales tax increase (TransNet/Prop. A) to fund transportation improvements; and WHEREAS, the voters in South San Diego County provided the votes necessary to win a majority vote for passage of TransNet/Prop. A; and WHEREAS, the State Route (SR) 125 San Miguel connector to SR-54 and the SR-125 Sweetwater segment were included in the list of priority projects to be funded with TransNet dollars, representing South San Diego's fair share of projects approved by the voters for TransNet funding; and WHEREAS, the San Miguel connector and the SR-125 Sweetwater segment are currently in SANDAG's adopted five year plan of finance; and WHEREAS, the construction of SR-125 South (the tollway proposed to be designed, financed and constructed by California Transportation Ventures, Inc. (CTV)), the San Miguel connector and the SR-125 Sweetwater segment will provide a vital link between the Otay Mesa federal port of entry and SR-54 and SR-94, providing access from the border to Interstate 8 and points east; and WHEREAS, the financial viability of SR-125 South is dependent upon the concurrent construction of the San Miguel connector to SR-54, and the construction of the SR-125 Sweetwater segment according to its current schedule; and WHEREAS, the funding of the San Miguel connector and the construction of the SR-125 Sweetwater segment according to its current schedule will solidify $340 million in private capital that will be invested in the South County economy for the construction of the SR-125 South tollway; and Continued on Page Two Resolution No. 95-134 Page 2 of 2 WHEREAS, CTV has agreed to advance private funds and construct the SR- 125 San Miguel connector to meet the construction schedule of SR-125 South, with the promise of reimbursement from TransNet in the future; and WHEREAS, failure to construct the San Miguel connector and the SR-125 Sweetwater segment in a timely manner will delay and/or jeopardize the funding and construction of SR-125 South; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City does hereby urge SANDAG to maintain funding for the San Miguel connector in accordance with the schedule for SR-125 South and to fund the SR-125 Sweetwater segment in accordance with its adopted plan of finance.
