A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA,
AMENDING THE NATIONAL CITY DESIGN GUIDELINES
REGARDING SCREENING REQUIREMENTS
FOR RECYCLING COLLECTION FACILITIES
WHEREAS, the City of National City has recently received numerous requests to
establish recycling collection facilities in commercial zones; and,
WHEREAS, existing land use regulations do not specifically address screening
requirements for such uses; and,
WHEREAS, the City Council, at their November 13, 1995 meeting, requested
staff to prepare a report for Planning Commission consideration regarding screening
requirements for recycling collection facilities; and,
WHEREAS, on December 18, 1995, the Planning Commission considered a staff
report that discussed options for screening recycling collection facilities at a regularly
scheduled Planning Commission meeting; and,
WHEREAS, on January 8, 1996, the Planning Commission adopted Resolution 1-
96 recommending City Council amend the National City Design Guidelines regarding
screening requirements for recycling collection facilities; and,
WHEREAS, on February 6, 1996, the City Council considered the Planning
Commission's recommendation at a regularly scheduled City Council meeting; and,
WHEREAS, an amendment to the Design Guidelines is desirable for consistency
in review of recycling collection facility proposals and for providing direction to permit
applicants; and,
WHEREAS, this action is taken pursuant to all applicable procedures required by
State law and City ordinances; and,
WHEREAS, this action is found to be essential for the preservation of public
health, safety and general welfare.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby amends
the National City Design Guidelines as follows:

Add a new policy to Page III-16 to read as follows:
5. Screening of Storage and Equipment Areas
f. Recycling Collection Facilities, as defined in Section 18.95 of the Land
Use Code, should be located and screened in the same manner as trash
areas and outdoor storage areas. Screening should consist of a
combination of elements including masonry walls, berms and landscaping
and should be architecturally compatible with surrounding development.
This section does not apply to reverse vending machines.
