RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY
REJECTING THE BID BY IRISH COMMUNICATION FOR THE
OVERHEAD TO UNDERGROUND SERVICE CONVERSION
FOR PRIVATE PROPERTIES ALONG CIVIC CENTER DRIVE
FROM NATIONAL CITY BOULEVARD TO I-5, DECLARING THAT
THE PROJECT CAN BE PERFORMED MORE ECONOMICALLY
BY DAY LABOR, OR THE MATERIALS OR SUPPLIES
FURNISHED AT A LOWER PRICE IN THE OPEN MARKET,
AND AUTHORIZING THE CITY ENGINEER TO DIVIDE THE PROJECT
INTO SMALLER INDIVIDUAL CONTRACTS AND SOLICIT BIDS
(Engineering Spec. No. 96-4)
WHEREAS, the Engineering Department of the City of National City did
in open session, on January 23, 1996, conduct a bid opening for the overhead to under-
ground service conversion for private properties along Civic Center Drive from National
City Boulevard to I-5 (the "Project"); and
WHEREAS, only one bid was submitted by Irish Communication; and
WHEREAS, the City Engineer has determined and recommended that the
Project can be performed more economically by day labor, or the materials or supplies
furnished at a lower price in the open market; and
WHEREAS, the City Engineer has determined and recommended that it
would be in the best interests of the City to reject said bid, divide the Project into smaller
individual contracts and solicit bids through the informal bidding process.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of National City that the City Council does hereby reject the bid by Irish Communication
for the overhead to underground service conversion for private properties along Civic
Center Drive from National City Boulevard to I-5.
BE IT FURTHER RESOLVED that the City Council does hereby declare
that the Project can be performed more economically by day labor, or the materials or
supplies furnished at lower prices in the open market.
BE IT FURTHER RESOLVED that the City Engineer is hereby authorized
to divide the Project into smaller individual contracts and solicit bids through the informal
bidding process.
