RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY
SUPPORTING AB 2974 (OLBERG), WHICH
WOULD REQUIRE PAYMENT OF BOOKING FEES
OWED PRIOR TO REGISTRATION OF A VEHICLE
WHEREAS, Assemblyman Olberg has introduced AB 2974, which would
require the Department of Motor Vehicles to refuse to renew the registration of any
vehicle if the registered owner or lessee has been ordered by a court to pay the criminal
justice administrative fees ("booking fees") authorized by the Government Code, and the
fees have not been paid; and
WHEREAS, the City of National City annually pays from its general fund
an amount in excess of $400,000 for booking fees; and
WHEREAS, payment for booking fees negatively impacts the City's ability
to pay for public safety and other needed services in the community; and
WHEREAS, the City Council of the City of National City endorses the
concept underlying AB 2974 of placing the burden of booking costs on the perpetrator,
rather than upon the taxpayer.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of National City that the City Council hereby supports AB 2974.
BE IT FURTHER RESOLVED that the City Clerk is directed to forward
this resolution to Senator Peace and Assemblywoman Ducheny, at the earliest date
possible after its adoption.
PASSED and ADOPTED this 9th day of April, 1996.
