HomeMy WebLinkAboutCC RESO 96-100RESOLUTION NO, 9 6 -10 0 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY INITIATING PROCEEDINGS FOR THE ANNUAL LEVY OF ASSESSMENTS AND ORDERING THE PREPARATION OF AN ENGINEER'S "REPORT" FOR A SPECIAL MAINTENANCE DISTRICT WHEREAS, the City Council of the City of National City has previously formed a special maintenance district pursuant to the terms of the "Landscaping and Lighting Act of 1972," being Division 15, Part 2 of the Streets and Highways Code of the State of California, said special maintenance district known and designated as LANDSCAPE MAINTENANCE DISTRICT NO. 1 (MILE OF CARS) (hereinafter referred to as the "Maintenance District"); and WHEREAS, at this time the City Council desires to initiate proceedings to provide for the annual levy of assessments for the next ensuing fiscal year to provide for the annual costs for maintenance of improvements within the Maintenance District. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City as follows: RECITALS Section 1. That the above recitals are all true and correct. DECLARATION OF INTENTION Section 2. That the public interest and convenience requires, and it is the intention of this legislative body to initiate proceedings for the annual levy and collection of special assessments for the payment of annual maintenance and/or servicing costs within the Maintenance District. The proposed new improvements and any substantial changes in existing improvements to be maintained as a part of these proceedings are described in Exhibit "A" attached hereto and incorporated herein by this reference. REPORT OF ENGINEER Section 3. That this improvement is hereby referred to NASLAND ENGINEERING, who is hereby directed to make and file the "Report" generally containing the following: Continued on Page Two Resolution No. 96-100 Page 2 of 2 A. Plans and specifications describing the general nature, location and extent of the improvements to be maintained and the extent of such maintenance; B. An estimate of the cost of the maintenance of the improvements for the Maintenance District for the referenced fiscal year. C. A diagram for the Maintenance District, showing the area and properties proposed to be assessed; D. An assessment of the estimated costs of the maintenance, assessing the net amount upon all assessable lots and/or parcels within the Maintenance District in proportion to the benefits received. That upon completion of the preparation of said "Report," the original shall be filed with the City Clerk, who shall then submit the same to this legislative body for its immediate review and consideration. FISCAL YEAR Section 4. That the above "Report" shall include all costs and expenses of said maintenance and/or servicing relating to the fiscal year commencing July 1, 1996 and ending June 30, 1997. The plans and specifications show the general nature, location and extent of the proposed improvements to be maintained and the maintenance to be performed. A general description of the works of improvement to be maintained under these proceedings are described as follows: 1. Improvements benefiting Zones A & B (all properties within the District). A. Median and other improvements to National City Boulevard and 24th Street (Median improvements) o Landscape planting and irrigation o Colored concrete hardscape o Lighting system o Graphic panels, banners and signage o Painted crosswalks B. Identification sign at 23rd Street and McKinley Avenue. Improvements benefiting Zone B only: (Frontage Improvements) o Improvements to parkways on both sides of National City Boulevard between 22nd Street and 30th Street. • Landscape planting and irrigation o Colored concrete sidewalks and mow curbs o Street furniture 3. Improvements benefiting Zone A only: (Frontage Improvements which are anticipated to be completed in the next fiscal year, and which will require maintenance for approximately 4 months). o Improvements to parkways on both sides of National City Boulevard between 18th Street and 22nd Street and between 30th Street and 33rd Street. • Landscape planting and irrigation o Colored concrete sidewalks and mow curbs o Street furniture EXHIBIT "A" A general description of the maintenance to be performed on such improvements is described as follows: 1. General Plant Maintenance o Mowing, trimming, pruning and weeding o Watering, including water useage o Fertilizing o Plant replacement 2. Maintenance of Irrigation System o Adjustment of timers o Repair/replacement of worn-out, stolen or malfunctioning equipment 3. Periodic repainting of crosswalks 4. Periodic repainting of metal benches and trash receptacles 5. Periodic repainting and repair of light poles, graphic panels, signage and other miscellaneous equipment. 6. Repair/replacement of cracked or damaged colored concrete, mow curbs and hardscape 7. Maintenance of electrical system o Bulb replacement o Repair/replacement of worn out or malfunctioning equipment • Electrical energy charges 8. Litter removal 9. Trash pick-up 10. Other repairs of damage caused by vandalism and/or traffic accidents
