RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY
ESTABLISHING A SUPPLEMENTAL LAW ENFORCEMENT
SERVICES FUND (SLESF) IN ORDER TO IMPLEMENT THE
CITIZENS OPTION FOR PUBLIC SAFETY (COPS) PROGRAM
WHEREAS, Government Sections 30061-30065 established the Citizens Option
for Public Safety (COPS) Program; and
WHEREAS, pursuant to the COPS program, the City of National City will receive
its share of $100,000,000 for the 1996-1997 fiscal year from the State of California, based on
the City's proportion of the state population; and
WHEREAS, moneys allocated to a city pursuant to the COPS program must be
deposited in a Supplemental Law Enforcement Services Fund (SLESF); and
WHEREAS, pursuant to Government Code Section 30063(a), moneys in the
SLESF shall not be transferred to, or intermingled with, the moneys in any other fund in the
city treasury, except that moneys may be transferred from the SLESF to the city's general fund
to the extent necessary to facilitate the appropriation and expenditure of those transferred moneys
as required by state law; and
WHEREAS, pursuant to Government Code Section 30063(b), moneys in a SLESF
may only be invested in safe and conservative investments in accordance with those standards
of prudent investment applicable to the investment of trust moneys, and the City Treasurer shall
provide a monthly SLESF investment report to the Chief of Police.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
National City that the City Council does hereby establish the Supplemental Law Enforcement
Services Fund (SLESF) to implement the Citizens Option for Public Safety (COPS) program
within the City.
