RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY
SUPPORTING S.1654, THE
"JUNK GUN VIOLENCE PROTECTION ACT"
WHEREAS, in 1968, Congress passed the Gun Control Act, banning the
importation of junk guns, or Saturday Night Specials, which at the time were generally
manufactured overseas; and
WHEREAS, an unintended result of the Gun Control Act was to foster the
creation of a vast domestic junk gun industry, located primarily in Southern California;
and
WHEREAS, junk guns, which are handguns that are inexpensive, made of
inferior materials, lacking safety devices, low in accuracy, high in failure rate, and
unsuitable for hunting and self-protection proposes, are more than three times as likely
to be involved in a crime as other firearms; and
WHEREAS, traffic in junk guns constitutes a serious threat to the public
welfare and to law enforcement officers, and the use of such firearms is increasing; and
WHEREAS, Senator Barbara Boxer has introduced S.1654, the Junk Gun
Violence Protection Act, which would prohibit the manufacture, transfer or possession
of a junk gun that has been shipped or transported in interstate or foreign commerce.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of National City that the City Council does hereby support S.1654, the Junk Gun
Violence Protection Act.
