RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY
REQUESTING THAT SAN DIEGO COUNTY'S
SOUTH BAY CITIES SHARE IN THE BENEFITS OF
ENVIRONMENTAL MITIGATION PROGRAMS ARISING
FROM THE OPERATION OF THE SAN ONOFRE POWER PLANT
WHEREAS, beginning in 1990, the California Coastal Commission initiated
a program with San Diego Gas & Electric Company (SDG&E) whereby SDG&E was to
undertake projects designed to mitigate the environmental effects arising out of the
operation of the San Onofre Power Plant; and
WHEREAS, to date the benefits of such mitigation efforts have affected
only one coastal city in northern San Diego County; and
WHEREAS, SDG&E supplies power to residents and businesses throughout
San Diego County, including the South Bay; and
WHEREAS, because SDG&E derives its revenues from customers located
throughout the entire County, it is appropriate that those revenues devoted to mitigating
the environmental effects of SDG&E's operations benefit all of those customers, including
those in the South Bay.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of National City that the California Coastal Commission is hereby requested to take action
to ensure that any environmental mitigation programs undertaken by SDG&E arising from
the operation of the San Onofre Power Plan be carried out in such a way so as to confer
direct benefits upon San Diego County's South Bay cities.
PASSED and ADOPTED this 25th day of March , 1997.
