RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY
WAIVING THE BIDDING PROCEDURE
AND AUTHORIZING THE MAYOR TO EXECUTE
AN AGREEMENT WITH TECHNOLOGY INTEGRATION
GROUP FOR THE PURCHASE OF AN AUTOMATED
FIELD REPORTING SYSTEM FOR THE POLICE DEPARTMENT
WHEREAS, the City Council of the City of National City has, pursuant to
Resolution Nos. 96-147 and 97-29, approved funding for the purchase of an Automated
Field Reporting system for the Police Department; and
WHEREAS, the Police Department has recommended that the Automated
Field Reporting system be purchased from Technology Integration Group without
complying with the competitive bidding procedure set forth in the Municipal Code; and
WHEREAS, Sections 2.60.220 of the Municipal Code authorizes dispensing
with the bidding procedure when the City Council determines that it is in the City's best
interest to do so.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of National City that the Council finds and determines that it is in the City's best interest
to purchase an Automated Field Reporting system for the Police Department from
Technology Integration Group without complying with the competitive bidding procedure
for the following reasons:
1. The Automated Field Reporting (AFR) system is an integrated information system
that must interface with the ARJIS and currently only one vendor, Technology
Integration Group, is capable of providing such a system in a timely manner.
2. The AFR system is being offered at a competitive price, and no significant price
advantages would be gained by competitive bidding.
3. The AFR system is being offered through Technology Integration Group with full
maintenance and support.
