RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY
SUPPORTING AB 488, THE HANDGUN
SAFETY STANDARDS ACT
WHEREAS, more Californians die from gun -shot wounds than in car
crashes; and
WHEREAS, gun violence costs over $20 billion every year in the United
States adding up to $200 per American household every year (U.S. News & World
Report, 7/1/96); and
WHEREAS, the City of National City desires to reduce handgun related
crimes and accidents to make the City's neighborhoods and businesses as safe as possible;
and
WHEREAS; seven of the ten most frequently traced weapons in the United
States are junk guns made in Southern California; and
WHEREAS; studies show that approximately 30% of all firearm accidents
could be prevented if handguns made in the United States incorporated the basic safety
features required of imported handguns; and
WHEREAS; the Handgun Safety Standards Act of 1997 (AB 488-Caldera,
Villaraigosa, Alquist, Washington, et. al) will prohibit the manufacture and sale of poorly
constructed and easily concealable handguns that do not incorporate the same basic safety
features currently required of handguns imported into this country, and will in the future
require all handguns made and sold in California to include child-resistent features, such
as trigger locks and loaded chamber indicators; and
WHEREAS, AB 488 is strongly supported by the California Police Chiefs'
Association and the California Sheriffs' Association because junk guns are nearly four
times more likely to be used in crimes in California than any other type of handgun; and
WHEREAS, AB 488 is strongly supported by the American College of
Emergency Physicians, the California Nurses Association, the American Academy of
Pediatrics, and several other medical organizations because the legislation will
substantially reduce accidental shootings and help prevent children from misusing
handguns.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of National City that the City Council urges the California State Legislature to pass the
Handgun Safety Standards Act (AB 488).
PASSED and ADOPTED this 20th day of May, 1997.
