HomeMy WebLinkAboutCC RESO 97-109RESOLUTION NO. 97-109 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING THE DESIGNATIONS, SALARIES AND BENEFITS PLAN FOR EXECUTIVE AND MANAGEMENT EMPLOYEES, INCLUDING THE CITY MANAGER AND CITY ATTORNEY, APPROVING CHANGES TO THE SALARIES AND BENEFITS OF THE CITY CLERK AND CITY TREASURER, AND CONFIRMING THE CHANGES TO SALARY AND BENEFITS FOR THE MAYOR AND CITY COUNCIL AND THE CHAIRMAN AND MEMBERS OF THE COMMUNITY DEVELOPMENT COMMISSION WHEREAS, the City Manager has presented the City Council with certain recommendations regarding salaries and benefits for Executive and Management Employees, including the City Manager and City Attorney, and for the City Clerk and City Treasurer, and for the Mayor and City Council and the Chairman and Members of the Community Development Commission; and WHEREAS, the City Council has determined that the recommended Employee Salary and Benefit Plan, together with any required modifications, should be implemented. NOW, THEREFORE, BE IT RESOLVED as follows: Section 1. The changes in the Employee Salary Benefit Plan for Management Employees are hereby approved effective July 1, 1997, as set forth in the attached Exhibit "A" . Section 2. The changes in the Employee Salary Benefit Plan for Executive Employees, including the City Manager and City Attorney, are hereby approved effective July 1, 1997, as set forth in the attached Exhibit "B". Section 3. Pursuant to Ordinance No. 96-2128, the changes to salary and benefits for the Mayor and City Council and the Chairman and Members of the Community Development Commission are hereby approved effective July 1, 1997, as set forth in the attached Exhibit "C". Section 4. The changes to salary and benefits for the City Clerk and City Treasurer are hereby approved effective July 1, 1997, as set forth in the attached Exhibit „C" Resolution No. 97-109 August 19, 1997 Page Two Section 5. The City Manager is directed to allocate necessary funds to implement the aforementioned benefit plans and changes to salaries and benefits for Fiscal Years 1997-98 and 1998-99. Eiser, III City Attorney Exhibit A Summary of Compensation Changes for Management Employees • Effective 7-1-97, the City will pick up 2.5% of PERS currently paid by the member. The member may elect to take this in salary instead. Salary bands will be increased by 2.5%. • In July, of 1998, the City will pick up 1.4% of PERS currently paid by the member. The member may elect to take this in salary instead. Salary bands will be increased by 1.4%. • In January, 1999, the City will increase salary and bands by 3%. The member may elect to take the salary portion in PERS instead. • Five days of Development Leave are eliminated. Two days are added to Administrative Leave. • Effective 2-1-98, the City will contribute an additional $15 per month to the health and dental insurance benefit. • The former Mid -Management Supervisory and Mid -Management Professional Groups shall be merged into one new Management Group. 081597MgmtComp.doc August 19, 1997 Exhibit B Summary of Compensation Changes for Executive Employees • Effective 7-1-97, the City will pick up 2.5% of PERS currently paid by the member. The member may elect to take this in salary instead. Salary bands will be increased by 2.5%. • In July, of 1998, the City will pick up 1.4% of PERS currently paid by the member. The member may elect to take this in salary instead. Salary bands will be increased by 1.4%. • In January, 1999, the City will increase salary and bands by 3%. The member may elect to take the salary portion in PERS instead. • Five days of Development Leave are eliminated. Three days are added to Administrative Leave. • Effective 2-1-98, the City will contribute an additional $30 per month to the health and dental insurance benefit. Actual group health and other benefits may vary depending upon individual arrangements approved by the City Manager. 081597ExecComp.doc August 19, 1997 Exhibit C Summary of Compensation Changes for Mayor & City Council, CDC Chairman & Board Members, Citv Clerk & City Treasurer • Effective 7-1-97, the City will pick up 2.5% of PERS currently paid by the member. The member may elect to take this in City and in CDC salary instead. • In July, of 1998, the City will pick up 1.4% of PERS currently paid by the member. The member may elect to take this in City and in CDC salary instead. • In January, 1999, the City & CDC will increase salary by 3%. The member may elect to take this in PERS instead. • Effective 2-1-98, the City will cap the health and dental insurance benefit at $500 per month.
