RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AUTHORIZING THE
MAYOR TO REQUEST REFUND OF, OR IN
THE ALTERNATIVE, DISCONTINUANCE OF
BOOKING FEES FROM THE COUNTY OF SAN DIEGO
WHEREAS, Government Code Section 29550 allowed the County of San Diego
to collect booking fees from the City of National City for each prisoner arrested by the
National City Police Department, which the County fixed at the rate of $154.00 per arrestee to
offset County expenditures for processing arrestees; and
WHEREAS, the booking fee established by the County of San Diego is one of
the highest of any county in the state; and
WHEREAS, the City of National City pays booking fees to the County in excess
of $225,000 anm,aily, and recovers less than $10,000 annually from convicted persons through
the courts; and
WHEREAS, the County of San Diego has determined to pursue fiscal initiatives
and is considering to rebate or repeal its business tax, which will thereby reduce County
revenues while concurrently continuing to charge municipalities for necessary law enforcement
functions; and
WHEREAS, the County of San Diego is retaining a disproportionate share of
revenues under Proposition 172, relative to the amount of revenues received by the
incorporated cities within the County; and
WHEREAS, the state of the economy is good and the County of San Diego will
continue to benefit from the collection of booking fees at the expense of its constituent cities;
and
WHEREAS, the City of National City will continue to pay more than its fair
share of the costs of providing public services on both a local and regional basis and
experience a continuing drain on its revenues to provide for public safety while the County will
experience a surplus.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
National City that the Mayor is authorized to convey to the Board of Supervisors of the County
of San Diego its request for a refund of booking fees, or, in the alternative, the discontinuance
of booking fee charges.

BE IT FURTHER RESOLVED by the City Council of the City of National City
that the Mayor shall be authorized to address further initiatives in discourse with the Board of
Supervisors, consistent with the above authorization.
