RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY
ADOPTING AND IMPLEMENTING THE LAST
ONE-YEAR OFFER OF THE CITY OF NATIONAL CITY
TO THE NATIONAL CITY MUNICIPAL EMPLOYEES' ASSOCIATION
WHEREAS, representatives of the City and the National City Municipal
Employees' Association (MEA) have met and conferred concerning a Memorandum of
Understanding for FY 1999-2000; and
WHEREAS, the MEA representatives determined that negotiations were at an
impasse after receiving the City's last one-year offer to the MEA on July 26, 1999; and
WHEREAS, according to the National City Employer -Employee Relations
Policy, the matter was considered by the Impasse Mediator at an impasse meeting, and
thereafter, the matter was submitted to the City Council for determination.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
National City that the City Council does hereby adopt and implement the last, best one-year offer
made by the City's representatives to the MEA until a memorandum of understanding is adopted.
Said last offer is entitled "City's Last One -Year Proposal to MEA", and is effective at the start of
the first pay period following the adoption of this resolution. Said last offer is attached hereto as
Exhibit "A" and incorporated herein by reference.
PASSED and ADOPTED this 23`d day of November, 1999.

CITY'S LAST ONE-YEAR PROPOSAL
TO MEA
1. Salary (See Attached) ➢ Impasse Issue
2. Extend all current MOU provisions for one year, except below listed provisions
where agreement was reached during negotiations:
A. Article 8, Section 12 - Sick Leave Incentive

B. Article 11 and 12 > Delete in entirety as the provisions duplicate Civil
Service Rules.
C. Article 13, Section 2 - Compensatory Time Off > Add Paragraph:
"An employee who provides a written request 30 calendar days in advance of
proposed use of compensatory time shall be allowed the time off to a
maximum of 16 consecutive hours or be paid for the hours requested. No
more than one (1) request per 30 calendar period is allowed except by
agreement of the Department Director. An employee will not be required to
take compensatory time earned at straight time hours nor will an employee
be required to take compensatory time within the same pay period as
earned."
D. Article 14 - Education Expenses Reimbursement (Amend)
Section 1: Change annual maximum per employee from $750 to $1,200.
Section 1, Paragraph 3: Change approval by Personnel Director to approval
by Department Director.
E. Article 16 - Health and Dental Insurance (Amend)
Section 2 City Contribution > Change Paragraph (A) to Read:
Effective February 1, 2000, the City will increase its contribution towards
health insurance plans by 50% of the increase of the Kaiser rate.

F. Article 27 — Pay Differentials > Change to Read:
Section 1, Bilingual Pay: Reallocate one (1) position from Bldg & Safety to
City Clerk's Office for purposes of bilingual pay.
Section 2, Shorthand Pay: Delete paragraph for shorthand pay.
Other Impasse Issues:
• Shift Differential ➢ MEA: Additional $0.25/hour for work between 6 p.m. and 6 a.m.
> CITY: No shift differential.
• Vacation ➢ MEA: Increase vacation accrual after 10 years to 4 weeks/yr.
> CITY: Maintain current accrual.
