RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY
AUTHORIZING THE CHIEF OF POLICE TO ENTER
INTO A MEMORANDUM OF UNDERSTANDING WITH
SOUTH BAY COMMUNITY SERVICES TO PROVIDE
FAMILY VIOLENCE RESPONSE TEAM SERVICES TO
COMMUNITY MEMBERS AT SCENES OF DOMESTIC VIOLENCE
WHEREAS, South Bay Community Services ("SBCS") has received additional
funding from the Department of Social Services to expand its Family Violence Response Team
("FVRT"), which is already working with the Chula Vista Police Department, to National City
and Imperial Beach; and
WHEREAS, members of the FVRT are youth and family counselors that
provide services to families involved in domestic violence where children are present; and
WHEREAS, FVRT services will be on a 24 hour, 7 days a week "on call" basis
in which the counselor is available to law enforcement to respond in approximately 20 minutes
to all family violence cases where there are children present, assess the needs and safety of all
children in the household as well as the victim, and provide immediate follow-up; and
WHEREAS, SBCS is authorized to give the National City Police Department
$11,500 to fund any expenses involved in the child assessment training that FVRT members
will give to Police Department personnel.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
National City that the Chief of Police is authorized to enter into a Memorandum of
Understanding with South Bay Community Services to provide Family Violence Response
Team Services to community members at scenes of domestic violence. Said Memorandum of
Understanding is on file in the office of the City Clerk.
